COUNTRIES WITH LESS NUMBER OF MINISTERS IN AFRICA
The number of ministers appointed to the cabinet is a frequent concern in many developing countries, especially in Sub-Saharan Africa. In 2017, Ghana’s President, Nana Akufo-Addo, appointed the largest cabinet in a quarter of a century.
This prompted the opposition to condemn his “elephant size” government. Conversely, in May 2019 South Africa’s President Cyril Ramaphosa cut the number of cabinet ministers from 36 to 28. Many observers interpreted this as an attempt to tackle government corruption. Beyond these anecdotes, is there a systematic relationship between the number of ministers in the cabinet, and governance outcomes?
FOCUS
We focus on Sub-Saharan Africa, where public and media concerns about an excessive number of ministers are common. There are prior scholarship links, cabinet appointments with corruption, and poor governance.
Some existing studies examine cabinet size as a determinant of government performance. One focus has been on the “common pool resource” that is the problem in budgeting. This implies that more ministers lead to higher spending and larger deficits.
A more recent study looking at Sub-Saharan African countries concluded that more ministries may increase expenditure but not deficits. With some exceptions discussed in the following section, other theoretical perspectives and potential consequences of cabinet size are far less frequently considered.
In this article, we shall consider 5 countries in Africa with a lesser number of ministers
1 . SEYCHELLES
Seychelles has been the country with the least number of ministers. They have only thirteen ministers in total.
2 . COMOROS
Just like Seychelles, Comoros also has a total number of thirteen members of the cabinet that facilitates the day-to-day economic activities and progress of the country.
3 . SAO TOME AND PRINCIPE
Sao Tome and Principe, like the aforementioned countries, also make it to the list as one of the countries with little to nothing number of cabinet members or ministers.
4 . THE GAMBIA
The Gambia also makes it to the list as one of such countries. Comparing the least, the Gambia is the with the highest number. They come with a total of eighteen cabinet members.
5 . BOTSWANA
Last on the list of countries with a little number of ministers is Botswana. They have a total of seventeen ministers. Making it the second-highest after the Gambia.
