Job Title: EdTech Program Officer
Results for Development (R4D) is looking for a person who is highly motivated and has a lot of knowledge to join R4D Ghana. The Program Officer in Ghana will help drive the implementation of IR 3.1 and 3.2 along with other members of the project teams in Washington, D.C. and Ghana.
The Program Officer will answer to the Associate Director (Education), but most of his or her work will be with the R4D team in Ghana. The Senior Education Policy Advisor will show the Program Officer how to do the day-to-day work. But the Program Officer will be an important part of the Ghana office and will be in charge of giving the Country Director regular updates on the state of projects and how they are being carried out, as well as involving her in strategic decision-making. The Program Officer will also help with office-wide projects when it makes sense to do so by working with the country-based team.
Responsibilities
The Program Officer is expected to provide technical knowledge, project management, and coordination support to make sure that IR 3.1 and 3.2 activities are done well and in line with the goals and objectives of the project. The Program Officer will also keep track of and keep an eye on contracts, make success reports for funders, and set up meetings and workshops. Over time, you might have the chance to work on other R4D Global Education projects.
Among the responsibilities, but not all of them, are:
Technical expertise and analysis
- Make tools for gathering information for interviews with key informants and focus group meetings,
- Consult with stakeholders, talk to them in depth, and gather both main and secondary data.
- Do a political economy and gap study of the policy environment for low-cost private schools in Ghana,
- Analyze data and use evidence-based results to help come up with the right policies and plans for monitoring and oversight.
- Help make a plan for improving policies based on an analysis of the policy environment and a set of one-on-one and larger group meetings with key stakeholders.
- Assess the problems with LCPS monitoring and control under the National Schools Inspectorate Authority (NaSIA) and Ghana Education Service (GES).
- Help NaSIA make new models for tracking and keeping an eye on things,
- Lead adaptive learning and rapid feedback methods by validating policies with key stakeholders and testing the two or three monitoring and oversight models that were made.
- Help make presentations, concept notes, briefing materials, and other goods (blog posts, newsletters, meeting summaries, thought pieces, and e-communications) that are well done.
Stakeholder engagement
- Build and keep good connections with government agencies, local education authorities, community leaders, and other key education sector stakeholders.
- Work with partners and other interested parties to ensure good planning, sharing of information, and alignment of efforts with project goals.
- Develop and keep good relationships with people who matter, such as federal and state government officials, development partners, and partner groups in Ghana.
- Getting more people to work together with country and professional partners now and in the future.
Project management:
- Coordinate and oversee how project plans are carried out, making sure that project tasks and goals are met on time.
- Keep an eye on how the project is going, look for problems, and come up with answers for any problems that might come up.
- Help set up meetings, workshops, and stakeholder experts in Ghana. This includes helping with logistics, making invitation lists and agendas, and writing up summaries of talks.
- Prepare weekly and yearly reports as required by USAID projects,
- Help with internal management projects that are important to the growth of a fast-growing office in Ghana.
The Program Officer should be self-motivated and able to work both alone and as part of a team. They should also be able to stick to strict deadlines, work well in a fast-paced, open-structure, multicultural workplace, and have a strong commitment to excellence. The best candidate will have good attention to detail, good written and spoken communication skills, and experience working in the Ghanaian school system.
Qualifications
- Bachelor’s degree with at least 7 years of related education experience or a Master’s degree with at least 3 years of experience
- Relevant work experience in a research institution, government, bilateral or multilateral development agency, consulting company, non-governmental organization (NGO), or think tank
- Experience with education systems and systems reform, education funding, political science, and policy creation.
- Strong skills in both qualitative and quantitative analysis. It’s best if you’ve designed and run adaptive learning and review projects before.
- Proactive communication skills, such as responding to emails, requests for information or updates, and actively seeking clarification when required.
- Proven ability to work with and meet the goals of different stakeholders, both in Ghana and around the world.
- Ability to think and solve problems in an organized, logical, and creative way. Excellent written and verbal communication skills, with the ability to make compelling presentations and written reports.
- Able to work well with others in a team setting as well as on their own to complete difficult work streams or projects
- Strong people skills and the ability to get along with a wide range of partners
- Comfortable working with a team of different people from different places.
- Excellent skills with Microsoft Office, especially Excel, PowerPoint, and Word
- Willingness to move within Ghana, especially to the northern parts of the country, between 20 and 25% of the time.
