ROLE: Programme and Partnership Accountant 

Oxfam Ghana will address social and economic disparities and unaccountable authority that violate human rights and generate poverty, injustice, and environmental degradation. Team Goal

The Finance Team within the business systems and operations team provides expert finance, administrative, logistics, and IT management services to solve problems in a proactive and people-centric manner. This involves managing business services operational requirements to achieve organizational results that increase partner organizations’ capacity and skills to help Oxfam in Ghana deliver on the Country Strategy.

Reason for Employment

The core finance function in the Programme Office includes reporting financial transactions to support financial risk management and decision-making, ensuring full compliance with Oxfam procedures, and supporting partners in providing complete, timely, and accurate financial reports for Oxfam in Ghana programs. Despite being situated in Accra, the post requires frequent travel to Oxfam in Ghana Partners’ territories.

Role

The following explain the Programme & Partnership Accountant’s role:

  • Develops and implements operating unit and Partnership targets and plans.
  • Analyzes financial data and advises country thematic leads and the Country Finance
  • Manager on complicated problems including legal compliance and financial risk with Partners.
  • Contributes to/manages projects.
  • Reviews partner capacity building and monitoring practices.
  • Changes managers’ work habits and standards.

The Main Duties

  • Overseeing the Programme Office in Tamale’s Accounting and Finance function.
  • Provide crucial advice on country program annual budgets and financial proposals for national and multi-country programs.
  • Develop creative tools and processes to improve operational efficiency and advise Programme Coordinators on financial management.
  • Respond to donor review comments and prepare donor reports according to the internal reporting timetable.
  • Quarterly, half-yearly, and annual financial reports, project accounts, and variance analysis reports provided to Oxfam in Ghana.
  • Review quarterly cash predictions (program-related only) for donor financial reports.
  • Lead in identifying and highlighting probable reasons at the Programme Office and with Partners that would prevent timely reporting and compliance for pre-emptive donor communication through the National Funding Coordinator.
  • As part of yearly audit preparations, assist the Finance Manager in drafting financial statements and projects. Coordinate with Implementing Partners to prepare them for project, statutory, and other audits.
  • Answer donor/statutory audit questions on the Programme Office and financial reports of previous and present programming.
  • Review financial report findings and suggestions and verify partners meet them before receiving cash.
  • Lead financial review fieldwork as part of MEAL team-scheduled partner monitoring visits.
  • Gain a thorough understanding of donor reporting requirements, revisions, etc. and help program staff receive financial, administrative, and logistical training.
  • Monitoring financial and accounting internal controls and procedures regularly.
  • Plan Partner organization finance staff capacity improvement with the Finance Manager.
  • Upload all partner expenditures in box and support documentation into PeopleSoft.
  • Maintain grant reconciliation between 70000, 72000, and 49800 to maintain zero balance each financial year.
  • Set up partner apportionments and meet cost-sharing criteria.
  • Provide backup for the Finance Manager and complete other tasks as needed.

Requirements

  • Qualifications: Professional accounting qualification, finance and logistics background, knowledge of Ghana financial regulatory environment (Company ACT, taxation, pension laws, etc.), proposal creation, and good financial management and external audit track record required. Professional Accountancy Body membership (ICAG, ACCA, CIMA) is advantageous.
  • Education: A Master’s degree in business administration, development sector financing, accounting, or finance is essential. Certified Chartered Accountancy and/or Management qualifications are preferable.
  • Experience: Advanced grants and partnership management skills are needed. A minimum of 5 years service organization management experience is preferred; Understanding accounting standards and their application to financial reporting for publishing; development sector financial management requirements.

Desirable

  • Experience with any accounting software.
  • The IPSAS certification.
  • Fluency in French and Ghanaian is ideal.
