The Opportunity
The Empower West Africa (EWA) Program, which is expected to run for five years, will assist USAID partner countries in West Africa in increasing the availability and access to affordable, dependable, sustainable, and modern energy in the region. Among the most likely EWA development goals are:
Ending Energy Poverty Development is the first development goal. Objective 2: Accelerating the Development of a Carbon-Free Future Goal 3: Strengthening Energy Sector Investment and Innovation
As Chief of Party (COP), you will be in charge of overseeing the day-to-day operations of the future USAID Empower West Africa Program. The post will be headquartered in Accra, Ghana, and is subject to project approval.
Primary Responsibilities
- Overall program leadership, administration, and strategic direction.
- Serves as the primary point of contact for USAID, senior government officials and colleagues, donors, and other USAID projects.
- Provide overall technical, administrative, and quality assurance leadership and oversight for the project, as well as finance management leadership and oversight.
- Responsible for ensuring that Abt policy and procedures, as well as USAID laws and regulations, are followed.
- Maintain communication between Abt headquarters and program field offices.
- All project and cross-cutting deliverables and reporting are your responsibility.
What We Value
- A master’s degree in economics, energy/environmental policy, engineering, an MBA, a law degree, or a related discipline is required.
- 12+ years of progressive leadership experience working with energy sector programs, primarily in the power sector.
- Experience as a senior manager overseeing international development energy projects:
- Experience as the Chief of the Party on USAID projects is preferred.
- Experience with programming operations that improve power supply, grid-based power connections, utilities and other power sector entities, and regional power commerce.
- Extensive experience as a team leader or senior technical specialist focused on improving on and off-grid energy access, including through the deployment of distributed renewable power.
- Experience quickly assembling technical and managerial teams to respond to customer requests.
- Experience in gender equity, social inclusion, or women’s empowerment in energy-focused programming is preferred.
- Ability to effectively collaborate and coordinate with a diverse range of stakeholders, including national governments, regulators, utilities, financial institutions, project developers, the donor community, and the private sector.
- Knowledge of renewable energy, energy efficiency, and climate change policies, legislation, and capacity limits in Sub-Saharan Africa is necessary, as is experience in West Africa.
- Excellent interpersonal, diplomacy, and leadership abilities, as well as the ability to manage relationships and encourage employees across wide geographic areas.
- English fluency is essential; French fluency is preferable.
