ROLE: Supply Chain Advisor SCCE

Key Responsibilities

This job is open to people who live in any country in Asia, West Africa, Latin America, or the Caribbean, where World Vision International is officially allowed to do business.

A procurement advisor role within the Global Centre Supply Chain Centre of Excellence (SCCE), in line with World Vision’s procedures, to help with the timely implementation of World Vision programs and projects that will have the most impact on process improvement, simplification, standardization, and cost control, ensuring the achievement of child wellbeing outcomes.

Business Requirements

  • Help make a functional plan by understanding and capturing the needs of stakeholders.
  • Follow policy and management direction to turn the strategy into plans for buying things.
  • Give advice on and take part in making sourcing strategies by knowing and capturing the needs of stakeholders.

Strategy for Buying

  • Follow the rules for the Market Assessment and Supplier Pre-Qualification process to help the relationship grow.
  • Manage the RFQ/RFP process, including baselines and price survey methods, according to approved processes and policies.
  • Lead commercial and technical talks for the areas you’re in charge of.
  • Prepare complete papers for the Procurement Committee so that they can make decisions that are well-informed.
  • Analyze and make sure that the market assessment process, supplier pre-qualification process, BPS, RFx, and evaluation process meet WV/Donor standards. Fill in any gaps found in the capacity development plans or exemption approvals.
  • Help organize and attend Procurement Committee meetings, and make sure that the right paperwork is kept.
  • Taking care of supplier contracts and relationships
  • Make sure that the ProVision Contract Lifecycle Management (CLM) solution is used to handle contracts.
  • If this can’t be done, make sure contracts use approved contract forms or are negotiated and passed by the WV legal department as needed.
  • Make sure that the suppliers understand the terms of the contract and the success indicators.
  • Keep an eye on contracts and make sure they are closed, extended, or renewed as needed for the goods given.
  • Find and solve or escalate contract-related problems both inside and outside the company, and make suggestions for improving the contracting process.
  • Make sure that supplier performance reviews are done in the right way throughout the contract’s lifecycle.

Procurement Execution

  • Receive incoming purchase requests (Pending Buyer Action), make sure the specifications are clear, hold a sourcing event if the things needed are not already on contract, update the PR with the real supplier record, and send the PR to be approved.
  • Follow procurement policies and guidelines when making choices about which supplier to give the contract to.
  • Handle requests to change POs and work with requesters, people in charge of the budget, and suppliers.
  • Process, steps, and rules
  • Share and use the approved policies, processes, and guidelines, including any allowed exceptions.
  • Review procurement policies, methods, and guidelines on a regular basis to see how well they work and if they can be used, as well as to check on customer satisfaction and report to SCCE management.
  • Give customers advice on how to handle and keep up with the business analysis dashboard so that metrics are visible in the supply chain channels and clients are kept up to date.

Control and Keeping the Rules

  • Make sure that ProVision is the only place where files and records of supply chain operations are kept, so that there is always a procurement audit trail.
  • Check to see if the control measures and WV supply chain policies and standards are being followed.
  • Any fraud, non-compliance, or theft of WV funds or assets that is linked to SCM and found during the monitoring process should be reported.
  • Implementing the agreed-upon audit suggestions in the purchasing process according to management’s instructions.

How to Lead and How to Coach

  • As needed, give field offices direction and your experience. Be brave when giving coaching or feedback to help people keep getting better.
  • Make sure that everyone in the supply chain, including customers and suppliers, knows the policies, methods, and systems for procurement.

Training and building up skills

  • Coordination, participation, and/or training of procurement policies, processes, and tools for field office supply chain staff and other departments.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:

Experience Needed in the Field

  • At least 3 years of work in the supply chain or buying for an NGO.
  • Experience with sourcing activities in different parts of the world.
  • Knowledge of cloud-based supply chain tools, like ProVision or something similar.
  • Bachelor’s degree in business, law, business, or a related field. At least a CIPS L4 Diploma or something similar.

Knowledge and Skills You Should Have

  • High level of technical English in both speech and writing.
  • A second language is helpful but not necessary.
