ROLE: Gender, Health Emergency and Disaster Risk Management Specialist

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direction of the ARC O&E and Gender Units and with the help of the Country Engagement Managers, we are looking to hire one Gender, Health Emergency and Disaster Risk Management Specialist for Ghana to:

Do a thorough gender study of the health sector from the point of view of Outbreaks and Epidemics (O&E). The goal of the study is to find gaps and problems and make suggestions for integrating women and men in O&E so that the sector can become more equal.

The Consultant will do an in-depth gender analysis to find out where women, men, boys, and girls stand in O&E and Disaster Risk Management and Financing. Bringing attention to the barriers to women’s empowerment and participation in O&E and DRM, as well as the opportunities for policy-making to strengthen the integration of gender equality into the planning and implementation of O&E and DRM, by making recommendations for gender transformative approaches that can make sure that vulnerable men and women have the same rights as women.

Do an in-depth gender analysis of Disaster Risk Management and Financing (DRM&F) to find gaps and challenges and make policy, strategy, and activity suggestions to make sure the DRM sector is responsive to gender and transformative.

CONSULTANCY DETAILS

In keeping with the above goals, the most important parts of the task are:

  • Do an in-depth gender analysis of gender sensitivity and inclusivity from the viewpoint of i. Outbreak and Epidemics (O&E) and ii. the Disaster Management Sector, ideally using the gender audit method, and create Gender Analysis Report(s)[1] with a Plan(s) of Action.”
  • Based on the results of the gender study, make a Policy Brief that can be used to advocate and get more money.
  • Using the Policy brief as a starting point, facilitating policy conversation and donors’ round table to raise money for gender-transformative DRM and O&E financing.
  • Adapt the ARC training modules on gender and disaster risk management to the country’s needs and add a program on gender and oil and gas.
  • Use the training manual you made to run a workshop for TWG members and other ARC partners to learn how to teach.
  • Help set up a ToT national network and the TWG’s Gender, Advocacy, and Communications sub-working group.
  • Do the training of trainers for the public servants and health professionals in charge of getting ready for and responding to national outbreaks.

Education

You have

  • Advanced college degree (equivalent to a Master’s degree, BAC+4/5) that is accepted by http://www.whed.net/home.php. in one or more of the following fields: public health, gender, DRM, climate change, environment, sustainable growth, etc. Or the first university degree (equivalent to a bachelor’s degree, license/BAC +3) that is accepted by http://www.whed.net/home.php. with more years of work experience or training/courses in the same field.
  • If your university degree isn’t listed here, please remember that it will be your job to get a letter from your Ministry of Education saying that they recognize the university and degree.

Experience:

You have:

At least ten (10) years of increasingly advanced and relevant professional experience at the international and national levels (additional years of experience for a bachelor’s degree) in public health, mainstreaming gender in development projects and policies, especially in the development of manuals and training materials for gender mainstreaming on at least one other related theme, such as DRM, public health, and sustainable development.

Languages:

Excellent writing and spoken English communication skills, including the ability to write clear and concise briefing papers, external communications, strategy operational documents, etc.

You have gained the following skills, knowledge, and experiences: 

  • Research and analysis skills in public health, gender equality, and at least one related topic, such as disaster risk management, climate change mitigation and adaptation, and sustainable development.
  • Strong understanding of how DRM, O&E, and gender problems are connected.
  • Experience with the work of WFP and other multilateral, bilateral, and civil society development partners, or a good understanding of what they do.
  • Excellent skills in analyzing, writing, and talking to people.
