OBJECTIVE OF POSITION

The Technical Director of the cybersecurity function at VisionFund International (VFI) will be in charge of overseeing the design, implementation, and administration of multi-faceted projects involving compliance, control assurance, risk management, security, and infrastructure/information asset protection.

The role will be responsible for planning, executing, and managing multifaceted projects involving compliance management, risk assessment and mitigation, control assurance, business continuity and disaster recovery, and user awareness. In addition, the role will be responsible for developing security policies and procedures such as user log-on and authentication rules, security breach escalation protocols, security auditing methods, and the use of firewalls and encryption routines.

Principal Responsibilities

  • STRATEGY: Collaborate with the Global CISO to establish and implement the Global Cybersecurity Strategy. Provides strategic and tactical security and IT compliance direction and consultation.
  • STANDARDS, POLICIES, AND PROCEDURES: Serves as the primary point of contact for secure application and process development. Maintains current knowledge of industry best practices.
  • BUSINESS REQUIREMENTS: Works directly with the company to gain a thorough grasp of the project scope and business requirements.
  • SECURITY SOLUTIONS: Collaborates with IT and development teams to provide secure infrastructure solutions and apps, allowing for the easy adoption of protective and mitigating controls.
  • RISK ASSESSMENTS: Collaborates directly with customers, as well as other internal departments and organizations, to support IT risk analysis and risk management processes, as well as to establish acceptable levels of residual risk. Performs business impact analysis to verify that resources are sufficiently safeguarded with appropriate security measures.
  • SECURITY OF INFORMATION/DATA: Defines, detects, and categorizes data assets. Assesses information asset risks and vulnerabilities and suggests appropriate security policies and solutions. Develops and oversees information system security procedures to prevent security breaches.
  • INCIDENT MANAGEMENT: Helps the security operations team troubleshoot and resolve escalating security issues. Constructs security incident response teams. Creates incident response plans, as well as supporting documentation and diagrams.
  • BUSINESS PERMANENCE/DISASTER RECOVERY: Creates an impact analysis. Assists business partners in determining key business processes and systems. Identifies and coordinates recovery issues for solutions.
  • SECURITY PERFORMANCE MANAGEMENT: Creates metrics to evaluate security programs and adapts tactics as needed. Reports are analyzed and recommendations for changes are made.
  • COMMUNICATIONS/CONSULTING: Assists in application development projects by assessing security requirements and controls and ensuring that security measures are executed as anticipated.

Qualifications and experience required

  • A bachelor’s degree in computer science, information systems, or a related discipline, or comparable work experience, is required.
  • An in-depth understanding of PCI-DSS, privacy legislation, security standards, security best practices, and security regulations is required.
  • It is necessary to have a high level of skill in threat management, risk management, vulnerability management, and compliance management.
  • Requires 10 – 15 years of experience in a cyber, privacy, compliance, or risk management position or a capacity that is closely similar
  • Experience as a senior management or information security officer for at least ten years.
  • Experience managing cyber security incident response teams for over 5 years.
  • Design and implementation of security systems.
  • Banking and microfinance experience is preferred.
  • Willingness to travel both domestically and internationally as needed
  • Security certification is required (for example, Certified Information Systems Security
  • Professional (CISSP), Certified Information Security Manager (CISM), or Global Information Assurance Certification (GIAC).
  • Effective in both written and verbal English communication.
