Regarding the scholarship program
The Ministry of Science and Education of the Republic of Croatia, in collaboration with the Agency for Mobility and EU Programmes, provides bilateral scholarships to international students, teachers, and research fellows who wish to pursue study, research, or gain professional experience in Croatian higher education institutions or research organizations.
The bilateral scholarships are available to higher education students and university professionals engaged in research or teaching activities. The granted mobilities are to be carried out within the academic year 2024/2025, namely from October 1, 2024, to September 30, 2025, excluding the months of July and August.
The bilateral scholarships provide chances for studying or conducting research in any academic discipline at a recognized public Croatian higher education or research institution, which will be established in advance, throughout the allocated period of mobility.

Who is eligible to apply?
The Bilateral Scholarship Program is available to two groups of international participants:
- Higher Education Students and Staff: This category encompasses those who are actively engaged in academic pursuits, such as students who are working towards obtaining a degree, as well as university faculty members who are involved in scholarly research or teaching responsibilities.
- Croatian Language Learners: This category encompasses individuals studying the Croatian language or Slavic Studies, irrespective of their country of origin or program affiliation.
Procedure for Applying:
The Bilateral Scholarship Program consists of two application pools.
Application Pool 1: Mutual Agreements
This pool is exclusively for inhabitants of nations who possess:
- An officially recognized educational collaboration program with Croatia.
- A mutually agreed upon pact executed by the Croatian government and the corresponding ministry of your nation.
Procedure for Applying:
- Eligibility Verification: Ensure that your nation is included in the list of eligible countries.
- Self-nomination: Apply by submitting your application via the Agency’s online platform.
- Home Institution Nomination: Please reach out to your national institution that is in charge of selecting scholarship candidates. You will be nominated for the program with a deadline of April 5, 2024.
- Nomination Submission: The institution responsible for nominating shall deliver the nomination letter (either electronically or by mail) to the Agency for Mobility and EU Programmes no later than April 5, 2024.
Application Pool 2: Scholarships for Students studying the Croatian Language
The pool is only for international students who are currently enrolled in programs specifically relevant to Croatian language or Slavic studies, regardless of their nationality or program affiliation.
Types of scholarships:
- Enroll in a 4-5 month program to study the Croatian language at either the University of Zagreb (Croaticum) or the University of Rijeka (Rijeka School of Slavic Studies).
- Participate in a 14-day immersive program focused on the study of Croatian language and literature in the city of Dubrovnik.
Procedure for Applying:
- Request a recommendation letter from your present Croatian language instructor.
- Online Application: Please ensure that you submit your application, together with the reference letter, through the agency’s online system no later than April 5, 2024.
