About the Position
J.E. Austin Associates (JAA) is looking for a Loan Consultant to help them find new potential for financial solutions for Ghana’s Bicycle Market System. The role is in charge of studying, developing, and releasing innovative loan products and financing mechanisms in Ghana to meet the demand and supply for bicycles. Loan products may be solely for bicycle purchases or may be used to finance a variety of purchases (for example, farm equipment).
The Consultant will engage with financial institutions to identify and establish target market groups, market requirements, and business strategies for developing bicycle loan portfolios. The consultant will collaborate with many Village Savings and Loan Associations (VSLAs) as well as selected financial institutions, including microfinance organizations.
Objective
Increase the potential to build and grow the bicycle market system in Ghana by developing bicycle loan products and terms in collaboration with the Project Technical Lead, Country Manager, and local partners.
Tasks
The consultant will be responsible for the following duties:
- Create a holistic and conceptual framework for the new loan/financial product process related to bicycle purchasing, focusing on group lending (e.g., VSLA) approaches.
- Collaborate with financial institutions, particularly MFIs, to create financing channels for VSLAs to make group and individual loans for bicycle purchases.
- Engaging with financial institutions and networking
- Advising the project on any additional access to funding considerations.
- Plan the operational logistics for the development of a bicycle loan product.
- Completely build a product proposition that includes:
- Completing the initial financial analysis of a new (or improved) product by doing cost analysis and revenue estimates.
- Identifying risk variables associated with the new bicycle loan product and recommending risk mitigation activities to be included in the bank’s risk management system.
- Monitoring compliance with credit risk and exposure management policies and guidelines, as well as performing proactive portfolio quality, sensitivity analysis, and stress testing.
- Verifying newly produced products’ legal and regulatory conformity.
- Determine the institutional capacity requirements, willingness, and preparedness of financial institutions to engage in the product development process, including the credit information system and its capacity to meet the needs of new products.
- Train bank employees on the new bicycle products, as well as provide any continuing support for installation and/or product enhancement.
Deliverables
The following deliverables will be created by the consultant:
- The Bicycle Financial Product Proposal offers complete financial predictions for the product.
- A financing mechanism for VSLAs to obtain funds for group and/or individual bicycle lending.
- Training workshop for bank employees on the new (or improved) product.
VLSA training resources on the new product and finance structure. - Marketing materials, product marketing, and product rollout plan for the new product.
- A toolkit for monitoring and analyzing the new product’s results.
- A field mission report detailing all actions carried out; an assessment of management and staff receptivity to such an intervention; copies of all papers created; and a record of all findings, conclusions, and recommendations for the future.
Timetable and Level of Effort
This assignment is scheduled to run from February 1, 2024, to April 30, 2024, with a maximum LOE of 25 working days for the consultant.
Relationships of Reporting
The Loan Consultant will work under the supervision of the BFG Project Access to Finance Lead.
Required Qualifications or Experience
The ideal applicant for this position will have the following characteristics:
- A master’s degree or its equivalent in Finance, Business Administration, or Applied Economics is required.
- At least six (6) years of relevant experience, including three (3) years in a financial institution.
- Very solid understanding of lending strategies, rules, and standards, including risk assessment and management techniques and processes, as well as monitoring compliance with them.
- Good knowledge of the Ghanaian financial system and a network of important financial institutions and actors
- Prior USAID experience is required, as is consulting experience for international development projects.
- Working understanding of Village Savings and Loan Associations (VSLAs) and/or similar group lending approaches, as well as rural/agricultural households’ financial needs
- Strong proactive thinking and resourcefulness with vast direction
- Software proficiency (Word, Excel, Access, and PowerPoint).
