Background

The Bicycles for Growth (BFG) project aims to identify tools, approaches, partnerships, and incentives that can successfully improve sustainable access to and uptake of appropriate, affordable bicycles in Sub-Saharan Africa, increasing mobility, particularly in rural areas, and assisting in poverty alleviation. The project aims to research, design, develop, test, and pilot bicycles that meet the needs and preferences of men, women, boys, and girls, particularly in Sub-Saharan Africa, to improve the availability, reliability, and affordability of fit-for-purpose bicycles.

Position Purpose

The Monitoring, Evaluation, and Learning (MEL) Expert will advise the JAA USAID Bicycles for Growth team on major MEL issues.

Responsibilities

The MEL Expert will be contacted on tasks such as technical support on the development project MEL guidance papers, such as the project Collaborating, Learning, and Adapting (CLA) Plan.

Responsibilities and deliverables

The Consultant’s maximum of five days of LOE will be used to complete the following tasks:

  • BFG Collaborating, Learning, and Adapting Plan development with a maximum of one round of modifications.
  • Three meetings with JAA BFG management on the Collaboration, Learning, and Adapting Plan are permitted.
  • During one of these meetings, BFG will be responsible for orienting the Expert to the project activities, results framework, and theory of change.

Required Qualifications or Experience

Qualifications for qualified candidates include the following:

  • Bachelor’s degree in Economics, International Development, Public Policy, or a related field plus seven years of relevant experience OR Master’s degree in Economics,
  • International Development, Public Policy, or a related field plus five years of relevant experience.
  • A minimum of four years experience working on USAID-funded projects is required.
  • Experience with MEL and/or Economic Growth initiatives is strongly preferred.
  • Excellent knowledge of MEL criteria for USAID-funded projects.
  • Design and implementation of CLA strategies for USAID-funded projects.
  • Outstanding writing and verbal communication skills.
  • Working experience in Ghana is preferred.
