POSITION: Programme Support (Budget)

Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the 2030 Agenda through the FAO Strategic Framework by promoting the transformation of agri-food systems to be MORE efficient, inclusive, resilient, and sustainable, resulting in better production, nutrition, the environment, and a better life for all.

The Regional Office for RAF is in charge of leading FAO’s response to regional priorities in food security, agriculture, and rural development by identifying, planning, and implementing priority activities in the region. It assures a multidisciplinary approach to programmes, defines priority areas of action for the Organization in the Region, and, in partnership with headquarters offices and divisions, develops, promotes, and oversees FAO’s strategy in response to regional priorities.

RAF also advises on the incorporation of regional priorities into the Organization’s Work Programme and Budget, as well as the implementation of authorized regional programmes and projects, evaluates program implementation levels, and brings attention to faults and shortcomings.

RAF establishes and maintains relationships with regional institutions, especially Regional Economic Integration Organizations (REIOs). The Regional Office promotes regional policy discourse on food security, agriculture, and rural development issues, enables the formation of regional partnerships, and helps to create capacity and mobilize resources for food security, agriculture, and rural development in the region.

Reporting Lines

The Strategy and Planning Officer oversees Programme Support (Budget). He/she acts independently in routine matters, demonstrating a high level of initiative and independent judgment in performing a wide range of programs, planning, and budgeting activities that necessitate in-depth analysis and interpretation of relevant policies, procedures, and best practices, and collaborates closely with managers and staff in regional and decentralized offices.

Technical Focus

The extent of training in project management and program operations support; communication and documentation management; administrative processes and policies.

Tasks and responsibilities

  • Coordinate the creation, submission, revision, and follow-up of the Programme of Work and Budget (PWB), as well as monitoring and providing information on its implementation:
  • Coordinate, examine, and analyse periodic budgetary reports for final submission to the Office of Strategic Planning.
  • Assemble and synthesize data from corporate databases to aid in the study of programs, initiatives, or operations, as well as the preparation of quarterly or ad hoc management reports.
  • Monitor projects and assure the preservation and retrieval of programming reference material, documentation, data, and information.
  • Compile and monitor various reports on human resource planning and spending, non-staff resource utilization, office communication and publication plans, IT plans, and travel schedules.
  • Screen incoming correspondence to identify issues that require more attention and create relevant correspondence.
  • Promote knowledge development and sharing within the office by educating personnel and informing budget holders on administrative, budgeting, planning, programming, and financial procedures and processes.
  • Evaluate current processes and give recommendations for improving program/project administration procedures.
  • Perform other tasks as needed.

Minimum requirements

  • University degree in management, accounting, finance, or a related subject.
  • Five (5) years of relevant experience in administrative, financial, planning, programming, or budgeting functions.
  • Working knowledge (Level C) of English.
  • A Ghanaian national.

Technical/functional skills

  • Work experience in multiple locations or areas of work.
  • The extent and relevance of experience with budgeting and planning for both regular programs and projects.
  • Knowledge of French level C is considered advantageous.
  • Familiarity with FAO and/or UN field program management processes and requirements.
  • Demonstrates excellent oral and written communication skills on technical materials for audiences with varying levels of technical experience.
  • Knowledge of corporate information systems such as Oracle, FAO COIN (Country Office Information System), and FAO FPMIS (Field Program Management Information System) is regarded as an asset.
  • Thorough knowledge of MS Office software, the Internet, and office technology equipment.
