The following positions are open at Children Believe: Ghana’s MELKS officer

The Country Office’s Program Manager and senior management will discuss performance issues with the Monitoring, Evaluation (ME), Learning, and Knowledge Management (KM) Officer, particularly those that may affect policy and programmatic decisions. The incumbent develops the country’s strategic plan with relevant key indicators and measurement tools, focusing on gender and social inclusion, and conducts/documents thematic case studies to create a knowledge base in line with strategic KPIs, CoE, and Influence Agenda with the PM and others.

This field-focused role requires facilitative leadership and technical guidance for all MELKS-related duties of CB and its current and prospective subsidiaries or affiliates. The Officer will work with the PM to monitor, analyze, and report on the country’s strategic plan and gender outcomes, as well as conduct studies and document thematic case studies to create a knowledge base in line with strategic KPIs, CoE, and the Influence Agenda. S/He will also communicate findings to national, regional, and global stakeholders to position CB.

Responsibilities

This position encompasses, but is not limited to:

Monitoring and evaluation (ME)—30% of time

  • Collaborate with the program/management team to design the country’s strategic plan, theory of change, and operational and strategic KPIs specific to CO Ghana for monitoring impact.
  • Refine, develop, and finalize the ME framework provided in the program and project proposal.
  • Develop and implement a gender-inclusive ME strategy for the project in close collaboration with project partners and the program staff.
  • Refine indicators, build monitoring tools, and enable timely data gathering for analyzing progress and growing learning, as well as recommendations for improvement or course correction
  • Ensure that program/project assessments are completed and relevant baseline data is obtained so that program monitoring and evaluation may take place.
  • Create and deploy standardized monitoring and reporting formats.
  • Ensure timely and accurate program/project tracking, gender-specific output/outcome analysis, and reporting.
  • Write monthly, quarterly, and annual reports in close collaboration with program and project partners, as well as assist the Mid-/End Project Review and related reporting obligations.
  • Prepare briefings for the Country Program Manager on program and project activities, as well as lessons learned, in coordination with the PM and program team.
  • Ensure that program and project partners meet their ME commitments, and that reporting mechanisms are consistent between project partners and the funding partner.
  • Identify a core program or project for third-party assessment and assist it by enlisting relevant external institutions or independent consultants to assess the impact in collaboration with CD, RD, and RNBDM.

Knowledge Management (KM)—30% of time

  • Define and implement a knowledge management strategy aimed at improving information sharing and achieving planned outcomes.
  • Create and administer tools for knowledge sharing and exchange with partners and other relevant projects, programs, institutions, and stakeholders.
  • Work closely with program and project implementing partners to stay up to date on the newest advancements in all key subject areas, and make use of all available mechanisms for contextualizing and sharing that knowledge.
  • Prepare knowledge products such as best practices and lessons learned, change stories, newsletters, an interim GeSI assessment, and strategic intent pointers.
  • Create monthly knowledge-sharing reports for stakeholders on project developments.
  • Provide technical support and contributions to partners and CB personnel for participating in gender-related knowledge networks and communities of practice to share learning and experiences on GeSI and other relevant outcomes.
  • Guidance and Technical Support: – 30% of Time
  • Provide technical insights and quality contributions that are responsive to influence national / regional priorities from a gender and inclusion perspective based on evidence-based results and advance CO’s influence agenda.
  • Implement the learning parts of the new program design (project design, program performance management, and monitoring and evaluation).
  • Implementation of the upcoming Knowledge Management (KM)/Learning Strategy.
  • Conduct necessary studies and information products for CoE and Influence Agenda in cooperation with the CO Ghana Team.

Grant Proposal Support -10% of the time

  • Provide assistance to the Country Director, Program Manager, and/or Business Development Manager in developing grant proposals with specific reference to the context, content, relevant and authentic data, appropriate M&E methodology, logic model/LFA, PMF, and processes as relevant; research design, research questions, and literature review in the submission of research-oriented project proposals.
  • Collaborate with the PM to create a capability statement to support the development grant submission.
  • Follow all CB policies and procedures.
  • Other related responsibilities as assigned.

Required Skill or Experience

The ideal applicant has:

  • Master’s degree in social sciences, international development, research methods, or a similar discipline.
  • Bachelor’s degree in mathematics, statistics, economics, or a similar discipline.
  • Experience working/volunteering globally in a research or ME/KM position.
  • Experience designing, developing, and implementing gender-inclusive ME/KM frameworks for international/national development and/or community sectors, including quantitative and qualitative data;
  • Experience with participative methods to ME/KM through a gender-sensitive and inclusive lens is desirable.
  • Experience with statistical analysis software is desirable.
  • Experience with data collecting platforms is desirable.
  • Clear and proven awareness of research ethics.
  • Experience conducting formative assessments and coordinating third-party evaluations of the program or project.
  • Ability to collaborate with staff and partners to establish ME/KM systems and create capability across cultures.
  • Demonstrated experience in information analysis and report writing, including the ability to document change stories and link them with KPIs;
  • Have the capacity and desire to collaborate with groups from various economic and cultural backgrounds.
  • Have good communication abilities, especially a strong capacity to adapt information for varied audiences and delicate themes;
  • Capable of working individually as well as in a multicultural and multilingual team;
  • Maintain a flexible and patient attitude.
