ROLE: Senior Procurement & Logistics Officer

BACKGROUND

Creative Associates Foreign Inc. is a professional services company that is young and growing quickly. It focuses on foreign development in the areas of education, democratic transitions, and stabilization in places where there has been a war. The company is based in Washington, DC, and has offices in 30 countries around the world.

It has a strong and broad portfolio that includes global contracts with the U.S. Agency for International Development (USAID) and other clients like the U.S. Department of State and the U.S. Department of Defense. PROGRAM DESCRIPTION

OTI’s Littorals Regional Initiative (LRI) program can help local counterparts in certain West African coastal states deal with the increasing pressures of VEOs by addressing instability factors like localized conflict, ethnoreligious marginalization, lack of understanding of the VEO threat, local grievances against governance structures, and weak social cohesion. LRI helps USAID do more in the area by offering short-term, focused programs that make it harder for VEOs to spread and help national governments and local communities build their ability to stop them.

POSITION SUMMARY

The Senior Procurement & Logistics Officer (SPLO) will be in charge of reviewing the overall procurement process, supervising the day-to-day work of Procurement & Logistics Officers (PLO), tracking the procurement of goods and services through the procurement cycle, making sure that there is enough competition for procurements, and giving regular procurement mentoring to staff to help with project implementation. The Senior Procurement and operations Officer is also in charge of managing the operations of the project.

REPORTING & SUPERVISION

The Deputy Chief of Party-Operations is in charge of the Senior Procurement and Logistics Officer.

PRIMARY RESPONSIBILITIES

Among the most important jobs are, but not limited to, the following:

  • Follow all rules and laws, as well as those set by USAID, Creative Associates, and Ghanaian law, when making purchases and handling logistics for the program, which includes giving out grants. Among the rules and laws are:
    • ADS (Automated Directive System)
    • FAR stands for the Federal Acquisition Regulations. (U.S. Code of Federal Regulations)
    • AAPD (Acquisition & Assistance Policy Directive)
    • Local law in Ghana
  • Give the program team, grantees, and beneficiaries training on how to buy and give goods and services according to the rules set by the program and local law.
  • Work with field PLOs to get invoices from vendors right after things or services are delivered and pay them right away.
  • Make monthly cost estimates for activities.
  • Requests for proposals and requests for quotes (REP/RFQ) are kept track of on a daily basis.
  • Share all release schedules for grant and operations procurements, as well as an estimate of the costs involved.
  • Set up monthly meetings to coordinate with PLOs.
  • Working closely with the (DCOP-Ops) and PLOs, take charge of all construction-related tasks.
  • Make sure tasks are finished and done on time.
  • Inventory Management: The person in charge of this job is responsible for keeping track of the inventory and making accurate inventory records that follow Creative’s and the donors’ policies.
  • Fuel management: Work with the PLOs to make sure that the fuel for the vehicles and generators is handled well.
  • Travel Arrangements: Plan trips for the state office, including flights, hotels, and airport pick-up and drop-off.
  • Setting up regular repair for safety devices and electrical equipment.
  • Do other jobs that the DCOP-Operations or the Chief of Party gives you.

Qualifications

Skills and qualifications needed:

  • Degree from a college or university in procurement, buying and supplies, management, business administration, or a related area.
  • At least 5 years of work experience in general, and at least 3 years of experience in buying.
  • Experience with USAID or another source is very helpful.
  • Skills in managing and supervising are needed
  • Know how to make a budget and look at costs.
  • Ability to use Microsoft Word, Excel, PowerPoint, Outlook, etc., well.
  • Ability to make tracking tools and strong attention to detail.
  • Strong speaking skills and the ability to work well with others on a team.
  • The ability to speak and write English well.
  • It would be helpful to know how to speak and write French.
  • High on the list is the ability to speak one or more of the local languages in Ghana.
  • Proven ability to deal with difficult and complicated management problems.
  • Take the initiative and act on your own.
  • Working in a place where there is violence is a plus.
  • Must already have permission to work in Ghana.
