Job Title: MERLA Director, West Africa SRPS
Overview

Creative Associates is looking for a Director of Monitoring, Evaluation, Research, Learning, and Adaptation (MERLA) for a project that will take place in West Africa. The MERLA Director will make a monitoring and evaluation system that can be used for all regional programming.
Responsibilities
- Provides leadership to MERLA staff and field-based teams for MERLA-related tasks, challenges, and shared learning across all program phases, including subcontractor personnel and STTA.
- Makes sure that project and grantee data is collected, stored, and analyzed in the Creative web-based platform.
- Perform IDQA field visits as needed to put monitoring and performance management plans into action with the technical teams of the program and train them.
- Manage MERLA’s resources and make sure that information and resources are up-to-date, accessible to staff, and widely shared.
- Makes sure that all MERLA deliverables are done on time and within budget, that reports are turned in on time, and that all requirements are met.
- Work with the technical team to keep track of the program’s progress in terms of how well it meets USAID’s requirements for results and indicators.
- Work closely with the GESI Advisor to make sure that GESI is fully integrated into program activities and interventions and that there are good ways to keep track of it.
- Make sure to work closely with the client and be available during the independent midterm and final performance reviews.
Qualifications
- At least 8 years of experience managing field research, field monitoring, evaluation design, empirical and statistical analysis, management information systems, and 3 years in donor-funded programs.
- Master’s degree in international development, social sciences, or a related field.
- Shown they know how to use CLA principles in complicated development programs.
- Shown progress in research and measurement and evaluation (M&E) of democracy and governance programs.
- Strong knowledge of the rules, regulations, and procedures for MERLA that are set by USAID.
- Must be able to set priorities and meet deadlines, as well as start and finish tasks with little oversight and direction.
- Proven ability to handle difficult tasks and figure out how to prioritize multiple projects.
- Experience running projects, working on teams with people from different cultures, and collaborating with people from other cultures.
- French and English skills at a professional level.
