Job Title: Agribusiness Advisor
Since 2017, the Tony Blair Institute has been helping the government of Togo. They have set up a delivery unit to speed up the implementation of priority projects, given policy advice on important economic and social reforms, and helped make it easier for businesses to invest. Today, Togo’s National Roadmap 2025 focuses on three main areas: 1) boosting social inclusion and harmony and keeping the peace, 2) creating more jobs by developing productive sectors, and 3) modernizing the country and making its agencies stronger.
To help achieve this goal, the TBI country team is embedded in different government institutions to help with the implementation of flagship projects and key reforms that have a high chance of creating a lot of jobs and involve the private sector the most. Our team works in many different areas right now, such as tourism, agriculture, manufacturing, energy, climate, and the environment. What the job is about
We are looking for an Agribusiness Advisor to work with the Ministry of Agriculture, Livestock, and Fisheries (MAPAH) to support the development of Togo’s agricultural transformation, with a focus on the development of the private sector. He or she will work with government counterparts and other key stakeholders. His or her main job will be to give the Ministry high-quality, actionable advice and help coordinate with other government agencies and/or departments that are in charge of putting priority agribusiness projects into action.
Key Responsibilities
Some important areas of responsibility will be:
- Help the Ministry put agribusiness flagship projects in the agriculture sector into action. This could include, but is not limited to, helping to build and run agribusiness parks well.
- Assist the Ministry in putting the most important value chains (at both the crop and downstream product level) with export potential at the top of the list and developing delivery systems and tools to make sure the right policy measures are put into place;
- Supporting the Ministry’s efforts to improve the environment, business ecosystems, and policy framework for the export-oriented value chains that are most important;
- Find the institutional gaps that need to be filled in order to get people to invest in promoting local agro-processed products and making it easier to get to markets.
- Work with other TBI employees, government partners, and international partners to analyze key value chains and help with implementation;
- Help Togolese farmers get better access to markets, with a focus on building up local small and medium-sized agribusinesses;
- Help improve how investment projects are put together so that they include both agro-processing for export and high-value local transformation;
- Help the MAPAH deal with agribusiness investors from other countries;
- Help the TBI Country Head and other team members with different strategic projects, such as helping local analysts improve their skills and building their teams’ abilities.
Person Specification
- We are looking for great people who have shown they can get things done in the public or private sector.
- The right person will do well in an environment where personal initiative and working as a team are very important.
- The person who fills the role must be able to move to, live in, and work in Togo. TBI will help with the work permit.
- Above all, he or she will build good relationships, earn trust, and help shape and influence change in government.
Experience
- Significant experience working on Agriculture Transformation Programmes or promoting investment in emerging markets, especially in Sub-Saharan Africa and similar places, including but not limited to issues related to international trade, private investment, commercial agriculture, market linkages, and value chain development;
- Experience helping and luring companies to invest in agro-processing for export in emerging markets.
- Extensive knowledge of ideas and research methods, as well as the ability to use both qualitative and quantitative research methods;
- Experience making and using project management frameworks and/or matrix frameworks;
- Experience in building institutions and managing organizational change, including designing processes and systems;
Skills And Competencies
- Excellent at making and keeping good relationships, as well as being able to handle a complicated political environment. It would be good to have worked in Africa before;
- Influencing, coaching, and bringing about change through other people;
- Strong skills in analyzing, solving problems, making strategic plans, and making decisions;
- A creative and entrepreneurial approach to overcoming obstacles and making change happen, as well as the ability to deal with an emotionally demanding environment;
- Strong team player with great skills in managing a group;
- Self-starting, driven, and looking for solutions;
- Willingness to travel, even when it’s not planned;
- You must be able to speak French and English well.
