POSITION: Finance Manager

Position Description

  • Accra, Ghana is the site of the job.
  • Authorized to work in the following countries: Ghana (Able to work lawfully without sponsorship or a work permit)
  • Status of the position: local
  • Immediate commencement date is the goal.
  • Contract duration: Full-time, 15-month contract with the option of renewal based on performance and funding availability.

ROLE SUMMARY

The Finance Manager reports directly to the Country Director (CD) and, when relevant, has functional reporting lines to the Global Field Finance Director (GFFD) or Field Finance Senior Manager (FFSM). The incumbent is in charge of ensuring that all Right To Play programs in the country of operation follow proper financial procedures. The incumbent is in charge of overseeing and maintaining effective and efficient accounting and financial records, ensuring timely and accurate financial reports, employing sound financial and cash flow management practices, and ensuring internal controls compliance for the offices in the country of operations such as cash management, payroll, financial disbursements, and ledgers.

WHAT WILL YOU DO?

Grants management (30% of the time):

  • Assists with budgets, examines proposals, assesses grant application finance reporting requirements, and provides supporting papers.
  • Ensures that all financial allocations are properly documented.
  • Assists program personnel in preparing grant budgets to support new proposals or realignments, providing adequate coverage of country operational costs as well as
  • Regional Office and HQ direct and indirect expenditures in accordance with RTP criteria.
  • Manages the grant tracking file and systems to guarantee timely invoicing, periodic reporting, and grant closure in order to meet grant agreement responsibilities.
  • Working with Program Managers to ensure compliance with donor terms and conditions, as well as monitoring spending and deliverables.
  • Monitors project support to ensure consistent compliance with grant agreement terms, including financial management and donor restrictions.

Financial accounting and reporting (20% of Time):

  • Documents and keeps comprehensive and accurate supporting documentation for all financial transactions.
  • Oversees the bookkeeping function, which includes the general ledger, accounts payable and receivable, and payroll.
  • Prepares journal entries for accrual, prepayments, corrections, and adjustments after analyzing all financial transactions.
  • Monthly prepares and examines the country balance sheet and transmits it to the Regional Office.
  • Provides accurate and fast reporting on each project financial activity.
  • Ensures that financial statements are prepared accurately and on time in accordance with contract agreements with funders.
  • Maintains awareness of program priorities and their financial implications, and conducts audit spot checks at least quarterly.
  • Annual external organizational audits and grant audits are coordinated and supported.
  • Schedules, performs, or supervises the completion of country internal control audits, and initiates corrective actions to address internal control shortcomings.

Planning, budgeting, and forecasting (15% Time):

Assists the program team in developing precise activity-based program and operational budgets for Grants.

  • Aids the CD in the development of yearly country office operating budgets and bi-annual projections.
  • Assists the Program Manager (PM) in liaising with Projects and partners during the budget review, analysis, and use of standardised templates process.
  • Assists the CD and PM in preparing budgets for grant applications.
  • Identifies any gaps in shared cost budget coverage and ensures that new budgets cover the appropriate percentage of shared costs; reviews unrestricted funding versus approved allocation; and advises the CD and PM on the most efficient cost recovery methods and techniques in accordance with organizational policy.
  • Budgets are monitored and reviewed to ensure financial stability, continuous project sustainability, and compliance with agreed technical plans and actual implementation.
  • Provides strategic guidance for the annual work plan, budget, and revisions to project plans, guaranteeing cost efficiency and value for money throughout the project’s life cycle.
  • Examines actual vs. expected budget financial performance with the Programs Team to ensure maximum use of allocated amounts and to make readjustment recommendations as needed.

Team management and capacity building (10% of time):

  • Develops and implements a training program for the country’s staff, including partners, to ensure everyone’s understanding of budgetary components and financial compliance requirements of the project or organization.
  • Ensures that comprehensive and constructive performance reviews are performed on time and supports performance and career options discussions with all country finance professionals.
  • Leads the Finance Team and logistics (where relevant), supervises direct reports’ performance, examines performance gaps in his/her direct reports and gives timely feedback, and suggests to management the necessary ongoing support as well as suitable training and development to close the gaps.
  • Establishes performance objectives and action plans with direct reports to achieve goals.
  • Oversees training and technical assistance for country program, logistical, and administrative staff in the areas of accounting, reporting, and internal control.
  • Provides continual support and coaching to improve the finance team’s performance in meeting the needs of stakeholders. This will involve support visits as needed.

RTP Financial policies, procedures, and guidelines (5% of the time)

  • Maintains current knowledge of local government financial requirements and assures compliance with tax legislation and other legal obligations.
  • Closely monitors all financial activities and keeps the DAFBA/DMEAF informed of any issues that could jeopardize internal controls or financial performance.
  • Complies with and stays current on all organizational rules, procedures, and guidelines, as well as the internal controls structure.

Payroll administration (5% of time)

  • Ensures that all statutory obligations of the organization, such as charitable status, withholding payments, income tax, social security, and VAT, are met.
  • Oversees all payroll procedures and issues pay slips to guarantee that employees are paid on time and accurately.
  • Ensures the monthly payroll preparation process is correct and timely, as well as quarterly and annual payroll reconciliations.
  • Ensures that all employees have filed accurate and signed timesheets in accordance with the acceptable level of Effort %.

Cash and bank transaction management (5% of time)

  • Supervises the drafting of Cash Transfer Requests to Headquarters via the Regional Office and ensures that enough balances are maintained to support grant implementation.
  • Oversees financial transaction cash/bank management on a daily basis.
  • Oversees all incoming wires from headquarters/donors.
  • All monthly bank account and cash reconciliations must be prepared, reviewed, and approved on time.
  • Monitors petty cash accounts, including balance and payment checks on the spot.
  • Designs, implements, and oversees systems and procedures to keep accurate, up-to-date projections of cash requirements for fulfilling future spending, including commitments filed that obligate RTP to future spending.
  • In charge of the collection and recovery of contractual, project partner activity advances, staff activity and travel advances, and other receivables.

Administration and logistics (5% of time)

  • Ensures that proper purchase-related templates are used, that all purchases are correctly analyzed, and that adequate supporting documentation is well maintained in accordance with the checklist and policies.
  • Ensures that appropriate travel-related templates are utilized, that travel-related data is correctly evaluated and analyzed, and that necessary supporting papers are well maintained in accordance with the Policies.
  • Oversees the protection of the country’s assets (inventory and fixed assets) by enforcing internal control rules and procedures, including ensuring that the Fixed Assets and
  • Inventory registers are in place, updated bi-annually, and reported to the RO office.
  • Ensures that all expenditures are authorized and approved in accordance with the Field Authorization Policy.
  • Oversees the administration and logistics departments (if appropriate) to ensure compliance with RTP and donor procurement processes.

Required Qualifications or Experience

EDUCATION/TRAINING/CERTIFICATION:

  • Bachelor’s degree in business administration, finance, accounting, or a closely related field
  • CPA, ACCA, CMA, or other similar certifications

EXPERIENCE:

  • 5 years of progressively responsible related experience in all facets of non-profit accounting
  • 5 years of experience managing local/international grants and grant financial reports is required.

SKILLS/PERSONAL ATTRIBUTES:

  • Capability to create and carry out work plans with minimal supervision
  • Excellent interpersonal and networking abilities
  • Capability to work with huge amounts of data while paying close attention to detail

KNOWLEDGE/SKILLS:

Advanced understanding of financial software applications. Microsoft Excel, Word, and PowerPoint are necessary.
