Job Description
The National AIDS/STI Control Programme (NACP) and SEND GHANA need a consultant to develop, administer, and supervise a context-specific curriculum and stigma-specific monitoring instrument.
BACKGROUND
Stigma and prejudice in healthcare environments cause people to hide symptoms, deterring them from seeking care and discouraging good habits. They promote HIV spread, prevent HIV testing, prevent treatment initiation and adherence, and promote disengagement from care, hindering epidemic control. Stigma and prejudice in health institutions must be addressed to provide fair access to care, improved service delivery, patient rights, and client and staff safety.
Ten Greater Accra antiretroviral therapy sites were surveyed in 2022. Service providers continued to stigmatize HIV-positive people and their loved ones. Further study demonstrated that poor infection prevention and control knowledge, ignorance of HIV policies and protocols, and stigma reduction at health institutions drove these stigmatizing beliefs.
Assignment goals
To come up with, implement, and provide supportive supervision of a context-specific curriculum and stigma-specific monitoring so that the NACP can a) improve the Community Cadre’s ability to provide stigma-free services to TB and HIV patients and b) make more supportive visits to health facilities to increase accountability for stigma reduction.
Improved oversight and accountability for HIV-related stigma in health facilities are the goals.
Responsibilities
- Conduct a thorough needs assessment and desk review to understand the community’s [topic or issue] needs and concerns.
- Create a comprehensive, culturally responsive curriculum that meets needs and follows adult learning best practices.
- Create a stigma-specific monitoring instrument to track community attitudes, behaviors, and practices.
- Pilot the curriculum and monitoring tool with stakeholder feedback.
Finalise the curriculum and monitoring tool using pilot test findings and stakeholder feedback. - For effective curriculum delivery, create trainer/facilitator materials, resources, and guidelines.
- Train a select community cadre as a ‘Training of Trainers’ (ToT) program.
- Provide supportive supervision to trainers and adapt the curriculum as needed during implementation.
- Write a detailed report on the process, including lessons gained, problems, and scalability suggestions.
METHODOLOGY

Consultant Deliverables
- Inception report detailing assignment methods, methodology, scope, and work plan/timelines.
- Finalized Complete needs assessment.
- Develop context-specific curricula and stigma-specific monitoring.
- Pilot test report with extensive feedback and suggested changes
- Completed context-specific curriculum and stigma-monitoring tool
- Trainer/facilitator resources and guidelines
- Led community cadre ToT program.
- Helpful guidance throughout curriculum implementation.
- Complete process report.
DURATION: 20 days after engagement
Consultancy coordination and management
The National AIDS/STI Control Programme Clinical Care Unit will supervise the consultant with SEND GHANA support. The National AIDS/STI Control Programme Programme Manager will oversee the consulting.
Essential Skills or Experience
- Advanced Social Science, Public Health, or related degree
- Proven community curriculum development experience.
- Stigma-measurement monitoring and evaluation tool design expertise.
- Ability to lead training and ToT sessions.
- Understanding HIV stigma and prejudice in Ghana will help.
- Strong social and communication abilities.
- Ability to collaborate with varied stakeholders.
- Proven ability to provide high-quality results on schedule and under budget.
