ROLE: Executive Director, Special Programs

THE FOUNDATION’S WORK
We are in an exciting time at the Mastercard Foundation as we ramp up the implementation of the Young Africa Works plan, which aims to enable 30 million young people in Africa to find dignified and fulfilling work.
We have opened offices in Rwanda, Kenya, Ghana, Senegal, Ethiopia, Nigeria, and Uganda to ensure the Foundation’s accessibility to our partners and program participants. These offices provide substantial in-country assistance for Young Africa Works implementation. We work with governments, the private sector, educators, and other funders to improve the quality of education and vocational training, prepare young people for the workforce, increase access to financial services for entrepreneurs and small businesses, and connect job seekers with meaningful employment opportunities.

THE OPPORTUNITY
The Executive Director of Special Programs will report to the Chief Program Officer and will be responsible for driving systematic change across the continent by providing strategic direction, technical leadership, and executive oversight for the Foundation’s Health workforce development initiatives aimed at ensuring the continent’s long-term health security, as well as other special programs that act as enablers and contributors to the Foundation’s Young Africa Works strategy.
The chosen individual will work in one of our African offices (Ethiopia, Nigeria, Senegal, Ghana, Rwanda, Kenya, or Uganda).
CONTRIBUTION OPTIONS
- Strategic direction of the Foundation’s health workforce development programming and unique activities that contribute to the attainment of Young Africa Works.
- Lead the conception and program design for the building of Health Ecosystems that support viable economic activities and the creation of health-related job opportunities.
- Develop and put into action a comprehensive strategic direction for the health sector as a theme area, ensuring ongoing relevance and technical excellence.
- Oversee the development and implementation of roadmaps for programs in the health sector and other related subject areas.
- Create enterprise-wide roadmaps for theme areas in close collaboration with the Executive Committee (EXCO) and key stakeholders.
- Budgets and resources are developed and allocated for program areas, ensuring prudent financial management.
- Oversee budget responsibility for key program areas, ensuring effective expenditure management and reporting.
- Build committed and competent regional and country leadership teams by strategically planning and implementing talent management initiatives.
- Work with the People & Culture team on initiatives such as staffing, culture enhancement, and change management.
- Provide innovative solutions to program and leadership difficulties as a thought partner to the Executive Committee and Senior Leadership Teams.
- Ensure that the program is in line with the Foundation’s beliefs and mission.
- Establish the required risk, legal, and financial processes to ensure the successful completion of work and the safety of Foundation workers and resources.
- Ensure that laws and Foundation policies are followed, while also ensuring a safe and productive work environment.
WHO ARE YOU?
- Advanced degree in Global Development, Health, Public Policy, or a similar discipline, plus significant experience in executive/strategic leadership.
- 15+ years of considerable high-level expertise in creating strategy and program success with organizations in multiple African nations.
- Ten (10+) years of leadership and management experience, with a preference for private sector expertise, with at least seven years obtained in a multi-country setting in Africa.
- Experience in education, development, and/or public policy within nonprofit organizations, international non-governmental organizations, and/or educational institutions is also advantageous.
- Experience in at least one of the topic areas (Health, Digital, Financial Access, Education, and Gender).
- Experience leading large-scale transformative programming change with diverse stakeholders and rapid expansion.
- A successful track record of generating new business and growing an enterprise.
- Proven track record of successfully engaging senior government officials, major partners, the media, business leaders, and other powerful persons.
- Proven track record of managing complex programmatic goals, preferably in the health industry or allied fields.
- Outstanding strategic thinking, problem-solving, and decision-making abilities.
- Previous team management and talent development experience is required.
- Budget management and resource allocation require financial savvy.
- Capability to navigate the intricacies of stakeholder involvement and collaboration.
- Working knowledge of African development, political, and social issues.
- Financial management skills, including budgeting and contract management, is required.
- Results-oriented, creative, and entrepreneurial.
- Flexible, flexible, and capable of carrying out a variety of job obligations and changing priorities.
- Possesses professional maturity, cultural sensitivity, and flawless honesty, which embody the Foundation’s principles.
