Director – Policy and Programs at ACET

Job Description

ACET is looking for a Director of Policy and Programs to manage and organize the growing number of programs that ACET is running. The person in this job will report to the Senior Director of Research, Policy, and Programs and will be in charge of:

Portfolio Management: 

  • The Director will be in charge of all of ACET’s thematic portfolios, which include Youth Employment and Skills, Private Sector Development, The Compact with Africa/Reform Partnership projects, and areas that are still being worked on, such as Gender, Innovation, and Regional Integration.

Some of the key responsibilities will be:

  • Making sure that all jobs are finished on time and up to ACET’s quality standards
  • Working with Heads of Programs to guide ACET’s programming and orientation, as well as to build and grow the ACET portfolio in line with the ACET Strategy.
  • Make sure that ACET’s portfolio of policy projects has clear theories of change (ToC) that are in line with the organization’s ToC to make impact management easier.
  • Making sure that all jobs are planned, carried out, and finished on time and within budget.
  • Quality assurance means overseeing, reviewing, and approving the goods and projects that the thematic teams have made before sending them to clients or partners.
  • Lead or help with certain projects. It is expected that these will be new project areas that are still being worked on or current projects that don’t fit into a specific team.
  • Encourage the policy and program teams and the study team to work together well.
  • Work closely with ACET’s Programme Management Team to make sure projects are carried out and completed according to ACET’s operating standards and strategic direction, and that they are monitored, measured, and evaluated properly.

Research: 

  • Make sure, in close collaboration with the Director of Research, that:
  • The area teams do policy research that meets ACET’s standards for research quality.
  • The study agenda and the policy and program agendas of ACET are very much in sync with each other.
  • Effective coordination between the two teams during the creation of ATR, ATI, and ATF, which are ACET’s flagship programs.

Policy Advice: 

  • Working closely with Heads of Programs and the Senior Director to make sure that ACET’s policy advice to national governments and the private sector is strong, in line with global best practices, and based on solid proof.
  • Stakeholder Engagement and Management: Work with ACET program leads and the Senior Director to make sure that ACET is: Effectively managing its portfolio of donors and research partners. This could include (but is not limited to) consortia management, field visits, and organizing stakeholder platforms, workshops, and validation meetings.
  • Managing client relationships well, including keeping clients well informed of progress during the project cycle.
  • Make sure that ACET has a strong way to find and manage its relationships with policy institutes in Africa and around the world.

People management: 

The Director will be in charge of the team leads in ACET and the teams and experts in the projects he or she is in charge of. Among these things:

  • ACET staff and consultants are given projects to work on, and plans are managed to make sure they are done well.
  • Finding out what skills and resources the policy and program teams will need in the future and working with HR to fill roles.
  • Working with the management team and HR to improve the experts and researchers database at ACET.
  • Effective management of the policy and program teams, which includes helping younger staff grow in their jobs.

Resource Mobilization: 

  • The Director will work with other people in resource mobilization to find project ideas and make suggestions for them.
  • Manage the costing of all proposals well so that ACET can meet its goals for cost recovery.

Publications and Reports: 

  • The Director will have to write articles and papers for ACET to publish, as well as write articles, blogs, and policy notes for ACET partners to use.
  • They will also look through old papers to help them make knowledge products and policy briefs.

Representing ACET: 

The Director will have to represent ACET (in person and online) and be a spokesperson for ACET on topics related to growth and DEPTH.

Qualification, Experience, and Skills

Education and Work History

  • A doctorate in economics, with a focus on growth or microeconomics.
  • A minimum of 10 years of policy-related work experience after getting a PhD
  • Relevant work experience in microeconomic or growth policy analysis and advice, ideally with an organization that focuses on development.
  • Proven experience in making plans for a country’s growth

Skills, knowledge, and abilities

  • Curious about ideas
  • Excellent skills in both speaking and writing. It will be helpful if you can speak French well.
  • A strong track record of working with clients and getting things done, as well as strong analytical skills, an eye for clarity, and a strong sense of detail.
  • Ability to do more than one thing at a time and pay close attention to details, planning, time management, and quality control.
  • Commercially minded and has a track record of managing resources well and running projects well.
  • A strong and proven record of managing people and leading teams well
  • Excellent attention to detail and the ability to do high-quality work under pressure
  • Able to handle both strategic and administrative jobs and problems
