POSITION: Deputy Team Leader-Ghana JET
Project Overview and Role:
The FCDO Ghana-funded Jobs and Economic Transformation (JET) program aims to boost economic growth, provide job opportunities, and help Ghana move from aid dependence to self-sufficiency. By focusing on strategic areas such as automotive, pharmaceuticals, and textiles and apparel. JET intends to leverage anchor investment in critical sectors and assist policy reform to generate approximately 7,000 jobs and £30 million in investment.
About the Deputy Team Leader role.
The Deputy Team Leader (DTL) is responsible for supporting the JET Programme’s overall strategic direction and management. This position serves as the principal second to the Team Leader, overseeing the proper implementation of program activities, meeting log frame targets, and providing excellent leadership.
The DTL will be in charge of both the technical and the Monitoring, Reporting, Evaluation, and Learning (MREL) parts of the programme. Under technical supervision, the DTL will be in charge of supporting and approving intervention designs, assessing prospects in new sectors, and managing the grant pipeline. The DTL will also manage the MREL, ensuring that all data collection, analysis, and learning is recorded and disseminated within the program and stakeholders. Overall, the DTL’s role will be critical in implementing strategies to achieve log frame outcomes and ensuring that the program meets the needs of its beneficiaries and stakeholders.
Primary Duties And Responsibilities
- Strategy Support and Leadership: Support the Team Leader’s strategy planning and decision-making.
- Deputize for the Team Leader as needed to ensure leadership continuity.
- Capacity Building and Team Management: Help to create and improve the program team, assuring a high level of knowledge and motivation. Encourage a culture of constant learning and progress in the team.
- Quality Assurance Deliverables: Review, update, and contribute to essential programme documents such as frameworks, terms of reference, technical reports, annual reports, and presentations.
- Stakeholder Engagement and Collaboration: Develop strong ties with key stakeholders, such as government partners, donors, commercial sector partners, and civil society organizations. Represent the program in various forums and participate in policy discussions related to the program’s objectives.
- MREL Oversight: Oversee MREL operations, ensuring that strong monitoring and evaluation mechanisms are in place and properly executed. Encourage learning and adaptability inside the program by including feedback loops into its design and implementation. Ensure that the Value for Money framework is applied. Ensure that donors and stakeholders receive timely and accurate reports.
- Grant Pipeline administration: Oversee the development and administration of the grant pipeline to ensure that it is in line with program objectives and strategic priorities. Using the grant framework, ensure that grantees are selected, managed, and due diligenced effectively. Monitor grantee performance and offer help and guidance to improve outcomes.
- ESG oversight: Ensure that ESG initiatives are effectively planned, executed, and monitored.
- Other: duties assigned by the Team Leader.

Required Qualifications
- Leadership: Demonstrated ability to lead teams and collaborate with important stakeholders on a strategic level, having previously held leadership or management positions.
- Education: A graduate degree in International Development, Economics, Business Administration, or a similar discipline.
- Extensive experience in international development. Proven background in MREL and/or grant management for large-scale programs. Strong experience with strategy planning, project management, and stakeholder engagement. Experience managing investment-related projects for industrial growth.
- Market Systems Development: understanding and application of MSD concepts in development projects.
- Private Sector Development: a practical grasp of PSD, SME, and investor attraction within the framework of international development.
- Skills: Superior analytical and conceptual thinking abilities. Excellent communication and interpersonal skills, as well as the ability to effectively engage with a diverse group of stakeholders. Proficiency with M&E software and tools. DCED standards and Market Systems experience are advantageous.
- Other: Commitment to sustainability principles and the JET Programme’s mission. Willingness to travel around Ghana and occasionally internationally.
