POSITION: Monitoring & Evaluation Specialist

Purpose of Position

This position is responsible for ensuring the collection of high-quality M&E data for the THRIVE 2030 program. He or she will be in charge of developing and implementing the overall framework for grant management and evaluation in compliance with the design document, donor requirements, and M&E plan.

The individual will create, pre-test, and implement data-collecting tools, databases, and M&E systems. The specialist will lead Impact Evaluations to ensure that the milestones defined for priority indicators in the project Performance Framework are met, as well as additional indicators at various levels of M&E, by the grant-approved proposal. The role’s support is to ensure accountability, transparency, and program quality in project locations.

Major responsibilities

Data Collection and Management

  • Establish and implement a community-based M&E system.
  • Detailed tracking of participating households.
  • Assist with the creation and implementation of data collection tools and procedures.
  • Collect, verify, and preserve accurate data about program activities, participants, and outcomes.
  • Gather relevant and trustworthy project performance data using agreed-upon data collection technologies, as well as monitor and comprehend project outcomes, outputs, and process indicators.
  • Create and maintain an organized database to efficiently store and manage program data per the Program Results Framework/Business.

Program Effectiveness

  • Regularly check program activities to verify they are in line with the project strategy and objectives.
  • Support baseline and end-line evaluations, as well as all other evaluations.
  • Collaborate with program staff to collect data on program progress, difficulties, and triumphs, assuring project data quality and providing assistance.
  • Assist with the creation of regular reports for internal and external stakeholders.
  • Assist the THRIVE 2030 Program Manager in assessing progress reports to ensure high-quality reports are submitted on time.
  • Provide leadership in the operation of an information management system.
  • Support community review gatherings.

Data Analysis and Interpretation

  • Help with the analysis of the obtained data to uncover trends, patterns, and insights.
  • Assist with data interpretation to evaluate program impact and make recommendations for improvement.
  • Participate in the formulation of data-driven proposals for program improvements.
  • Lead the development of project-related reports (monthly and quarterly), presentations, stories, publications, and other technical reports in various media.
  • Maintain timely data updates in Horizon, OIOS, and other databases, as well as build capacity.

Capacity Building

  • Capacity building for BSL stakeholders (S4T, LVCD,FAST,EWV), as well as BSL volunteers and PIU leaders, in data management, including digitization
  • Train and guide program staff and partners on best practices for data collection, monitoring, and evaluation.
  • Create a culture of accountability and learning inside the organization.
    Suggest strategies to improve data collection and flow within project field teams.

Stakeholder Engagement and Resource Acquisition

  • Collaborate closely with program managers, coordinators, and external partners to ensure that data collection and reporting are consistent with program objectives.
  • Attend meetings and workshops to discuss results and insights from monitoring and evaluation efforts.
  • Ensure the harmonization of M&E tools and procedures among implementing partners.
  • Provide precise information for proposal writing.
  • Actively participate in proposal development with the RAM team.

Minimum education, training, and experience requirements

The following are the minimum education, training, and experience requirements for the position:

  • Degree in Agricultural Economics, Agribusiness, Statistics, Planning, Monitoring, and Evaluation, or Social Science, with a strong computer background. A professional certificate in M&E and project management would be advantageous.
  • At least four years of expertise in database development and management.
  • Ability to establish and sustain productive relationships with their team, coworkers, members, and external partners and supporters.
  • Proficiency in database development and management in NGO settings, as well as qualitative and quantitative data analysis with statistical tools like SPSS, ODK, and Advanced Excel.
  • Effective written communication skills.
  • Willingness to work extended hours as necessary.
  • Self-motivated, inventive, and capable of working under pressure.
  • Excellent drafting and analytical skills.
  • Excellent communication, networking, and interpersonal abilities.
  • Fluent in English and various Malawian vernacular languages.
  • Effective written and vocal communication in English.
  • Motorcycle rider with a clean riding license
