Job Description
Democracy International (DI) needs a Program Manager for its five-year USAID-funded Ghana Performance Accountability Activity. This activity strengthens civil society oversight and feedback on government public service delivery and helps government, especially local government, and public service providers better meet citizen demand for quality essential services. This assumes that citizen activity and engagement are essential for government accountability and effective service delivery. This full-time job is in Accra, Ghana. This job is for Ghanaians exclusively.
The Program Manager will work with PAA’s technical and operations teams and the Program Management Unit to manage PAA activities’ grant-making to implementing partners. Also, the technical team’s Program Manager will assist with grant-related programmatic activities like annual implementation plans, activity performance reports, and partner capacity building. The Program Manager will supervise grantees for grant management and financial reporting.
Essential Tasks
- Negotiate grant agreements with implementing partners and oversee their execution throughout the activity.
- Maintain grant agreement adjustments and amendments as PMU operational conditions change.
- Manage grant applications, selection, and reporting.
- Work with partners to solve problems and adapt to new changes. Facilitate PAA activities through partners.
- Join yearly implementing plan creation to integrate grants program with overall activities.
- Maintain compliance with USAID and DI policy by monitoring grants and contracts during the payment cycle. Manage post-award grants under USAID standards.
- The Chief of Party, Deputy Chief of Party, and other DI-requested functions and responsibilities may request support and/or participation in program activities.
Essential Skills or Experience
- Bachelor in business administration, management, social sciences, development studies, or equivalent.
- Eight years of programmatic or technical experience is necessary.
- USAID programming, funding, and financial reporting experience Ghanaian civil society/NGO experience.
- Desired: Ghana government agency experience.
- Excellent organizational abilities, ability to prioritize, and ability to deliver high-quality work under pressure. All assignments must be accurate, detailed, and followed up.
- Proven teamwork, communication, and interpersonal skills. Practiced ethics, openness, and accountability in program implementation.
- Professional English proficiency is required.
- Needs Microsoft Office skills. Ability to prioritize and multitask.
