Role Title: Acquisition & Assistance Specialist

Position Description

The Mid-Level A&A Specialist will be in charge of handling a wide range of contracts, grants, and cooperative agreements to help USAID’s programs in West Africa, especially in Ghana. You will give expert advice, help the purchasing and program teams, and make sure that USAID and US Government rules are followed.

Responsibilities

  • Manage and organize the entire acquisition and assistance (A&A) cycle, which includes activities before, during, and after the award.
  • Make sure that all contracts, grants, and cooperative deals follow the rules and policies of USAID and the US Government.
  • Look over and study proposals, applications, and budgets to make sure costs are reasonable, money is handled well, and they meet USAID standards.
  • Help USAID staff, implementers, and partners with A&A issues by giving them expert advice.
  • Do pre-award assessments, discuss and prepare awards and changes, and prepare pre-award reports.
  • Make sure that the terms, conditions, and reporting requirements of the award are followed when the award is put into action.
  • Work with the right people to solve implementation problems and make sure the program works as well as it can.
  • Provide A&A training as needed to USAID staff, implementers, and partners.

Requirements

  • Must be familiar with U.S. Government acquisition and assistance procedures, such as knowledge of contracting principles, laws, regulations, and procedures that apply to pre-award, award, and post-award actions, or mastery of a procurement functional area sufficient to provide technical leadership, staff coordination, and consultation, including responsibilities.

Qualification and Experience Required

  • Bachelor’s degree in business administration, public administration, finance, law, or a related area. It would be best to have a Master’s degree.
  • A minimum of five years of work experience in a related field, such as procurement, contract management, or a field connected to either of those, with proven experience working on acquisition and assistance actions.
  • It is very helpful to have worked with USAID or another foreign development agency before.
  • Understand all of the rules and laws set by the US government for A&A, such as FAR, 2 CFR 200, AIDAR, and ADS.
  • Excellent skills in both speaking and writing English. It is helpful to know the area languages.
  • Strong skills in negotiating, fixing problems, and analyzing.
  • Word, Excel, PowerPoint, etc., from the Microsoft Office Suite (Word, Excel, etc.) well.
  • Ability to understand, communicate, and sum up findings and suggestions about acquisition and assistance.
  • Take part in consultations with a wide range of interested parties.
  • Must be able to make products on their own in a timely way with the right content and few mistakes.
  • Must be able to work in a setting where things move quickly and always meet deadlines.
  • Ability to add to a team environment that respects diversity and encourages everyone to take part.
  • Strong skills in both speaking and writing.
