Position Title: Programme Policy Officer

Job Purpose

WFP Ghana is switching from direct implementation to giving partners more help by improving their abilities (government, CSOs, private Sector etc). As part of this kind of help, institutions, policies, and frameworks are also strengthened, as are human resources.

In the social protection sector, this kind of help also includes strengthening the systems that help people use cash transfer programs to meet their basic needs. There is a chance that these kinds of programs could also help reach long-term goals like digital financial inclusion (DFI) and women’s economic empowerment (WEE), if they are designed to do so.

As a result, WFP has a very important duty to make sure that our work together on social protection is strengthened and that the systems that help with social protection are working well to give the best help. Capacity-building thresholds are getting higher and higher, and WFP wants to look into all of them so that everyone in Ghana can benefit.

MAJOR DUTIES AND RESPONSIBILITIES

The consultant will be in charge of the following tasks. They will be overseen directly by the Head of Social Protection and in general by the Country Director.

  • Help the WFP Ghana social protection team and other relevant teams coordinate the implementation of strategies that make it possible for vulnerable groups to use SP in WFP programs.
  • Help the WFP design and carry out its capacity-building programs with the help of the government and other relevant parties.
  • Work with development partners (DPs) in social protection to make sure that activities in the SP sector are coordinated and harmonized.
  • If possible, look for ways to connect and work together with more national programs that support gender equality, resilience, and plans, policies, and strategies for social protection.
  • Help the Private Sector write proposals and raise money for the SP pillar.
  • Represent the organization in meetings with government counterparts, partners, and other project stakeholders, as assigned by the CO.
  • Do any other related tasks that are asked of you.

Needed Qualifications and Experience

  • Advanced university degree in development studies, project management, business administration, economics, social sciences, social studies, public health, gender, or any related field as advertised.

Experiences needed to get into the job:

  • At least one or more years of professional experience in coordinating and managing projects.
  • Supporting activities and policies related to national social protection programs.
  • It’s a big plus to be able to coordinate between different groups of people from different cultures.

Other skills:

  • Demonstrated ability to work with a wide range of partners, including those from the private sector and the government.
  • Good communication and people skills, especially for working with WFP partners, as well as the ability to communicate effectively through a variety of channels (e.g., policy, advocacy messaging, reporting, training).
  • The ability to produce well-written work that shows attention to detail.
  • Have experience using adult education and participatory methods to lead training modules and focus group discussions.
  • Experience working in reporting structures that involve more than one function and more than one organization.
  • The ability to work both alone and as part of a team with flexibility, efficiency, enthusiasm, and tact.
  • Someone who is motivated and takes initiative, can work with little supervision, meets deadlines, and is used to meeting goals.
  • Able to collect and analyze data on the outputs and results of the program, as well as make different reports for management and other interested parties.
  • Know how to use computers and know how to use MS Word, MS Excel, MS Power Point, and online tools for working together.
