  • Job Title: Senior Communications and Media Relations Specialist
  • Duty Station: Tamale, Northern Region.

Job Purpose

The main purpose of USAID’s Agricultural government, Resilience, and Economic Empowerment (AGREE) Activity is to ensure responsive government for improved agricultural sector development in Ghana. In September 2020, the Activity’s scope was expanded to include the Women in Shea (WISH) Initiative, which promotes women’s economic empowerment. The activity corresponds with USAID’s Country Development and Cooperation Strategy for Ghana by promoting:

  1. Strengthened Responsive, Democratic Governance.
  2. Sustainable and Broad Economic Growth.

USAID recently expanded its conflict component to include social cohesion, early warning, chieftaincy, natural resource management, and media.

The Senior Communications and Media Relations Specialist will be in charge of implementing the entire communications and outreach strategy for the USAID-funded Feed the Future Agricultural Governance, Resilience, and Economic Empowerment (AGREE) Activity. The role is part of the Project Coordination Unit (PCU) and will assist with general project management responsibilities.

The office holder will create and distribute/disseminate tailored information to AGREE’s stakeholders, which include the donor-USAID, consortium partners, and program participants such as MMDAs, CSOs and citizens. S/he will ensure that all media relations activities follow USAID’s media and public engagement protocols.

The role holder will also oversee the creation of project reports and communication materials, such as biweekly updates, quarterly reports, annual reports, fact sheets, PowerPoint presentations, posters, banners, and so on. To ensure maximum compliance, the Specialist will incorporate and maintain Feed the Future and USAID branding and marking standards in all of the Activity’s communications and visibility materials.

S/he will report directly to the Chief of Party and will be stationed in the Tamale Sub-office, but will need to travel extensively to operating districts in Ghana’s five northern regions to assist project events and activities.

KEY RESPONSIBILITIES FOR THE ROLE

Lead the implementation of AGREE Activity’s communication initiatives.

  • Package communications materials that convey all aspects of AGREE’s work and impact, and distribute them to the various audiences identified in the communication strategy.
  • Identify appropriate communication routes and processes for disseminating Information, Education, and Communication (IEC) resources at the national, regional, district, and community levels.
  • Collaborate with the Activity’s topic and component leads to create and disseminate AGREE learning materials, brochures, success stories, newsletters, leaflets, and other materials to a wider audience and target groups using suitable channels and processes.
  • Provide capacity-building help to improve staff communication skills and knowledge, such as producing PowerPoint presentations, creating success stories, taking good images for proper branding and marking, and so on.

Ensure good compliance with the Feed the Future graphic and naming standards.

  • Incorporate and uphold Feed the Future and USAID branding criteria in all AGREE written communications and visibility materials.
  • Increase staff capacity for the essential branding and marking requirements for each of AGREE’s initiatives, and keep employees abreast of any new trends.

Serve as a contact for media engagement and public relations for the AGREE Activity.

  • Help colleagues, consortium partner organizations, and strategic partners convey project-related information via allowed channels and networks.
  • Be in charge of public outreach and content production for press releases and journalistic articles published in approved news portals such as websites and television, among others.
  • Develop suitable media contacts and collaborate with journalists to increase the significance and visibility of AGREE Activity.
  • Manage the creation and dissemination of public education materials such as publications, news releases, special radio and TV infomercials, public service announcements, and other sorts of content.

Ethical compliance and other responsibilities.

  • Provide assistance to the CARE Country Office with communication and media relations.
  • Facilitate collaboration among CARE programs to improve the overall image, project outcomes, and results.
  • Ensure that all relevant CARE policies and guidelines, such as the safeguarding policy and safeguarding code of conduct, the fraud and corruption prevention and response policy, and so on, are understood and followed by staff and partners.
  • Ensure that all technical parts of the AGREE Activity are consistent with corporate and sector-wide ethical standards and values, such as Do No Harm and Safer Programming.
  • Maintain awareness of and adherence to donor-specific ethical norms and regulations, ensuring that all reporting and documentation fulfills the necessary ethical standards.
  • Monitor and swiftly handle any ethical concerns or violations in accordance with established processes.

Required Skill or Experience

Knowledge

  • Understanding of organizational communication management, learning, and fostering a culture of knowledge management and communication.
  • Knowledge of agricultural and local governance structures is advantageous.
  • Knowledge of USAID/Feed the Future branding and marking guidelines.

Experience

  • 5-7 years’ post-qualification experience in development education or communication.
  • Experience working with local governments, USAID, non-governmental organizations (NGOs), and communities.
  • Extensive experience with organizational communication and public relations.
  • Proven expertise in press outreach and media relations, with strong analytical, written, and oral communication abilities.
  • Appreciable knowledge of IT and its applications
  • Strong expertise and knowledge of approaches to measurement and evaluation, data visualizations, and gender-sensitive approaches
  • Strong practical experience using data to develop change stories to educate and sell project achievements via newsletters, success stories, and so on.
  • Experience establishing project teams’ capabilities for media and communication standards and practices.
  • Experience fostering connections, relationship development, and networking.

Education

  • A master’s degree and at least 5 years of experience in social sciences, natural resources, development, communications, or a related sector are required.
