POSITION: Snr Cost Engineer
Tullow Oil is a well-known independent oil and gas corporation with a concentration on Africa and South America. The Group holds approximately 30 exploration and production licenses in eight African and South American nations.
Tullow is recruiting for a Senior Cost Engineer to work full-time in Accra, Ghana. The chosen candidate will provide cost engineering and project control services to Ghana Assets in accordance with best practices. The individual is expected to communicate with key internal and external stakeholders in order to meet asset cost goals and perform in accordance with the approved annual budget.
Responsibilities
- Responsible for compiling Budgets – Corporate and Joint Venture (including production of Budget inputs required for approval) in accordance with Group and JV norms.
- Create cost performance and planning reports (VOWD, prediction, Estimate to Complete actuals, and so on).
- OPEX and CAPEX project cost analysis, cost management, and reporting operations.
- Ensure accurate monitoring of actual spending against budgets, analyze discrepancies, and identify corrective actions.
- Prepare and submit monthly cost engineering information, as well as ad hoc reports as needed by budget holders/management.
- Assist budget holders with the integration of cost management and activity planning
- Ensure that all departments have proper cost tracking and progress measurement mechanisms in place.
- Coordinates cost-cutting initiatives by collaborating closely with budget holders to develop targets and compare them to projections or recommended target costs.
- Provide expenditure phasing and estimates in accordance with contract pay terms and conditions.
- Inform management when projected expenditures exceed the agreed budget.
- Create AFEs and submit them to JV Management for internal and external review.
- Examine contractor cost reports and extract data for management reporting.
- In collaboration with Contract and Procurement representatives, ensure correct tracking of all Purchase Orders (POs) and notify budget holders before POs and budgets are overspent.
- Provide an assessment of the Value of Work Done based on the established progress system and contractor reports.
- Takes appropriate action when the total prediction shows that the allocated amounts will be exceeded.
Skills
- The ability to multitask at the same time.
- Understand and apply Cost and Planning Engineering principles.
- Solid understanding of planning, cost management, and reporting systems, as well as the ability to combine project data from several sources for overall presentation
- Proficient in Microsoft Office Suite, particularly Excel.
- Understanding of project design and implementation, ideally in the offshore oil and gas business.
- Working knowledge of established cost management and planning tools.
Experience and Education
- An engineering degree or comparable project control experience is required.
- A minimum of 10 years of Cost Engineering experience is required, preferably in the offshore oil and gas business.
