International Monetary Fund Invites Job Applications

The International Monetary Fund’s Fiscal Affairs Department (FAD) is looking for a Tax Administration Advisor to work at AFRITAC West 2 (AFW2) in Ghana.

The successful candidate will be appointed for a one-year term. The contract may be renewed if the performance is good and financing is available. It is envisaged that enough funding will be provided for the advisor to serve for four years. The adviser will be stationed in Accra, Ghana, at the AFW2 offices.

The advisor’s primary responsibilities will be to: (i) support the center director and steering committee in developing and monitoring the AFW2 work plan following IMF Results Based Management (RBM) principles and practices, and contribute to center reporting; (ii) consult with tax authorities on capacity development priorities and provide direct technical assistance as needed (including support in the use of the ISORA data platform, one of FAD’s tools to support revenue administration); (iii) help member countries implement tax administration reform strategies designed in close coordination between these countries and FAD; (iv) provide support to short-term tax administration experts recruited to deliver technical assistance to the member countries; (v) manage the development and delivery of tax administration capacity building events such as regional workshops and seminars; (vi) coordinate with other technical assistance providers and their experts; and (vii) as required, represent FAD at events organized by other regional organizations in the area.

Qualifications:

  • High levels of expertise in the following areas are among the technical skills and certifications required for this position:
  • The legislative and regulatory environment for tax administration organization, strategic planning, and management.
  • The application of information technology and new digital tools and apps to tax administration processes.
  • The entire spectrum of technical procedures and controls used in tax administration, including essential tax functions.
  • Policies and activities pertaining to tax enforcement and compliance.
  • Knowledge of tax policies and laws.
  • International tax administration best practices.
  • Applicants must have substantial practical expertise in the aforementioned areas, as well as at least five years in a senior position within a revenue/tax administration. Preference will be given to applicants who have extensive experience managing tax operations, have participated in tax administration reform programs, have hands-on experience delivering and managing technical assistance work, have coordinated with other donors and technical assistance providers, and are aware of the issues and challenges confronting tax administration reform in the region.
  • Previous expertise in capacity building in the tax administration field, as well as experience arranging and executing training courses and workshops, will be advantageous, as will certification in the Tax Administration Diagnostic Assessment Tool (TADAT).

Candidates must meet the following general requirements:

  • A university degree in a related discipline and at least eight years of professional experience in revenue/tax administration or an international organization providing training in revenue policy and administration. In the absence of a university degree, a candidate should have at least ten years of professional experience in revenue/tax administration or an international organization providing a TA on revenue policy and administrative matters.
  • Excellent interpersonal skills and the ability to operate as part of a team, maintain effective and cooperative relationships with national authorities and funders, and handle delicate topics with discretion in a multicultural context are required.
  • Complete command of the English language.
  • Strong oral and written communication skills, with an emphasis on presentational talents, are required to provide effective seminars and training programs.
  • Strong organizational and planning abilities, as well as the ability to manage budgets and other resources efficiently and flexibly, guarantee timeliness and quality compliance with reporting standards while working with significant autonomy.
  • Knowledge of modern computer systems, application software, and digital advancements to assist with tax procedures.
  • Previous experience in tax administration capacity development (such as participating in tax administration CD activities and arranging and executing training courses and workshops) would be advantageous.
  • It is necessary to be willing to travel extensively throughout the region.

If successful applicants are not chosen for this position, they may be eligible to join the FAD panel of tax administration specialists, from which individuals are recruited for short-term assignments focused on certain topics.
