Position: Technical Advisor-Urban Planning

Project Brief

The Covenant of Mayors in Sub-Saharan Africa (CoM SSA) is a regional branch of the worldwide Covenant of Mayors for Climate & Energy (GCoM), which is the largest worldwide network of over 12,000 cities taking ambitious climate and energy action. CoM SSA works with more than 325 local governments and is a major driver of climate action at the local level in the region, with a focus on making infrastructure more robust and low-emission.

Scope of Role

The Advisor, who will be based in Accra, will help with the overall implementation of all relevant activities in Ghana, with a focus on supporting the development of a Sustainable Energy Access and Climate Action Plan (SEACAP) or integrating climate into existing planning documents, the implementation of the Local Adaptation Booster (LAB), and city-to-city exchanges.

Tasks: 

  • Reviewing and giving technical feedback on areas that are important to the project, such as climate planning and local urban adaptation.
  • Independent field visits to local administrations and projects in different cities in Ghana, according to the needs of the project;
  • Organizing measures for tailor-made capacity development and peer exchange of experience between partner cities, with the goal of building appropriate local institutional structures and policy frameworks for financing in the context of CoM SSA;
  • Developing and supporting technical workshops for city administrations and local st
  • Help set up mission projects and plan their logistics, and set up meetings with partners in the country, working closely with GIZ consultants and/or country managers.
  • Choosing, guiding, and providing professional support for national and foreign consultants, as well as making sure the work done in the field of urban adaptation and investments related to adaptation is of high quality.

Profile

  • A bachelor’s degree in a relevant area, such as urban or spatial planning, environmental or natural sciences, climate adaptation, geography, or something similar. At least 5 years of work experience in the field of climate change, especially in urban planning and climate change adaptation.
  • A lot of experience putting together projects, like financing models, studies, planning papers, and technical advice about municipal urban planning and adapting to climate change.
  • It would be helpful to know about local and national decentralization and governance, as well as national climate and energy planning and growth strategies.
  • Has a lot of experience working with important people in Ghana, such as local governments, national urban authorities, bilateral and multilateral donors, consultants, university institutions, and people in the private sector. It would be a plus to have strong networks in the climate and infrastructure funding ecosystem.
  • Excellent working understanding of ICT technologies and computer programs like MS Office and MS Teams
  • Excellent ability to talk, write, and give talks in English.
  • Excellent ability to run projects.
