ROLE: Trade Policy Specialist

Organizational Setting

FAO’s job is to improve nutrition, make farming more productive, improve the lives of people who live in rural areas, and help the world economy grow. This kind of help is given by the Organization to help people and countries help themselves. FAO is a neutral place where people with different needs can meet and get the information they need to come to an agreement.

The Regional Office for Africa (RAF) is where FAO works on food and agriculture problems that affect the whole region. It also keeps and builds relationships with regional institutions, like the African Union Commission and the Regional Economic Communities.

RAF is in charge of the organization’s agricultural trade work in sub-Saharan Africa. It does this by coordinating and facilitating an integrated set of activities that strengthen the ability of African countries and their regional economic communities (RECs) to develop trade strategies, design and implement trade policies and negotiate trade agreements that will help them carry out investment plans and strategies for agricultural and food security.

RAF backs the implementation of the Malabo Declaration, which made clear promises to boost intra-African trade in agricultural goods and services. These promises have been strengthened by the recent start of the African Continental Free Trade Area (AfCFTA).

The consultant will help with this goal in a number of ways, including by giving evidence-based policy analysis and advice, as well as by helping to build people’s skills at the regional, sub-regional, and country levels.

Lines of Reporting

The consultant will work closely with people from other RAF Program Areas of Work and answer to the Senior Policy Officer/Program Manager.

Technical Focus 

The consultant will help with the activities and results of PPA-205: Transparent Markets and Trade. They will do this by giving technical support to FAO member countries so that they can make effective trade policies and take part in trade negotiations. They will do this by providing evidence-based information, building capacity, and facilitating policy dialogue forums.

Tasks and obligations

The consultant is expected to work closely with everyone on the team to:

  • Give advice and help to put the Malabo declaration and the AfCFTA into action in the agricultural and food industry.
  • Help trade-related actions and project proposals be made based on evidence and the results of analyses.
  • Analyze relevant data and information, synthesize the literature, and help prepare knowledge products like working papers, technical notes, and briefs on agricultural trade policy and trade talks in sub-Saharan Africa.
  • Plan and carry out activities related to making and implementing agricultural trade policies, and help come up with and give trade-related support through different projects.
  • Help make communication goods that have to do with agricultural trade.
  • Do whatever else is asked of you.

THE FOLLOWING WILL BE USED TO JUDGE CANDIDATES

Minimum Requirements

  • An advanced university degree in economics, agricultural economics, business administration, agri-business, public policy, agricultural sciences, or a similar field.
  • At least seven years of experience in trade policy analysis, inter-government coordination on trade and market problems, research institutions, or international organizations.
  • Working knowledge (level C) of English and limited knowledge (level B) of Arabic, Chinese, French, Russian, or Spanish, which are all official languages of the FAO. For PSA, you need to know how to use English.

Technical/Functional Skills 

  • Experience working in more than one place or field.
  • How much and how useful the trade policy study experience is.
  • Experience giving advice to governments and/or people in the agricultural field about trade and markets.
  • The amount and usefulness of experience in putting together projects, providing technical support, and heading teams of people from different fields to carry out technical tasks.
  • The ability to work well with people from different fields on a team.
  • Proven ability to make sense of complicated information and offer ideas and suggestions in a way that is clear and easy to understand.
  • Know how to use Word, PowerPoint, and simple spreadsheets on a computer.
  • Good presentation and dialogue skills, both in writing and in person.
