Job Title: National Professional Officer (Human Resources)

Important Tasks

  • Help make plans and processes that are specific to a country or area, and carry out HR operational activities or projects by following standard procedures and making sure they are in line with wider FAO policies.
  • Give advice to managers and employees, making sure policies, procedures, processes, systems, and tools are in place and used properly to meet their needs.
  • Help build the skills and knowledge of staff by working with managers to understand each person’s skills and business needs and by planning and providing development solutions that give people the skills and knowledge they need to face current and future challenges
  • Make sure that the personnel data in the HR system is kept up-to-date, and collect and analyze data so that accurate and timely reports on both jobs and staff can be made.
  • Help with activities related to organizational design that help top management define and organize structures and jobs and put the right people in the right places to make things run more smoothly.
  • Lead and manage junior employees, working as a point of contact and helping them with analysis and questions.
  • Contribute to ongoing improvement by putting in place new or updated HR, procedures, and systems and making suggestions for ways to improve the way things are done.
  • Take part in project teams and work groups and stay up to date on changes in different areas of HR.

Different tasks

  • Provide high-quality HR services, do research and analysis on HR policy, procedures, and service delivery problems, keep track of operating data, and write reports about these things.
  • Coordinate all of the steps needed to finish the selection and recruitment processes with the Client Service. This includes finding upcoming job openings, making vacancy announcements, reviewing applications, giving a shortlist to the Service’s hiring managers, and reviewing the hiring managers’ recommendations on who should be hired.
  • Handle and help with all HR administrative tasks, such as keeping track of staffing tables and helping with hiring by representing HR in interviews and selection review groups and making sure FAO rules and procedures are followed consistently.
  • Help the RAF Human Resources Officer set up Corporate HR programs, track their progress, and write review reports.
  • Be the main point of contact for certain HR departments or client offices.
  • Plan, set up, and coordinate information and training sessions to help HR workers in the area improve their skills.
  • Give technical support to country and subregional offices, as well as field teams, when they need it.
  • Make sure the computer HR filing system for the RAF/HR is kept up to date.
  • Take part in work groups and project teams.
  • Do other jobs when they are needed.

THE FOLLOWING WILL BE USED TO JUDGE CANDIDATES

Minimum Requirements

  • A person from Ghana.
  • A graduate degree from a college or university in a business or government-related field.
  • Two years of relevant professional experience in foreign human resources management, general administration, or a related field.
  • Know enough English to get by (proficient, level C).
  • Know the local language well enough to get by.

Skills that are technical or useful

  • Work experience in more than one place or field, especially for field jobs.
  • How much and how useful your experience is in managing or developing human resources, including your experience as a boss.
  • It would be good to know a lot about the UN’s standard operating rules and processes and the HR field.
  • How well do you know the company’s tools and database, or how well you know other human resources programs like Oracle or SAP.
  • Proven analytical and decision-making skills, as well as the ability to follow rules and laws in the field.
  • Work experience in a mixed setting with a lot of activity.
  • Be able to do things carefully and with a lot of attention to detail, and be able to think ahead and take steps to reach team goals.
  • It would be nice to know a little bit of another official FAO language (Arabic, Chinese, French, Russian, or Spanish, at an intermediate or level B level), but this is not required.
