POSITION: Manager – Commercial Bid 

The job’s mission or core purpose

Responsible for managing the various aspects of submitting and responding to bids for big RFPs or RFQs for both internal and external customers. This includes gathering feedback from sales, solution design, commercial, and product teams, as well as support structures such as finance, legal, and technology. He or she will also be responsible for helping to build and operate a central repository and centre of excellence to serve as a platform for standardizing solution offerings. This comprises supervising the procurement of price books from internal opcos and external third-party suppliers via an official RFP/RFQ and/or RFI process. Furthermore, the role will develop and define initiatives to assist in the strategic positioning of connectivity services in order to maximize revenue from the group’s fixed network capacity and connectivity, as well as other assets such as satellite, and will provide bid management support for all proposals issued to customers.

The Manager: Bid Management job will be responsible for achieving the following objectives:

  • Create a strategy and operational model to help coordinate inputs from various business divisions in order to respond swiftly and effectively to bid requests.
  • Coordinate inputs from relevant internal and external stakeholders on bid material, such as contract management, legal, financial, systems engineering, networks, IT, and product groups.
  • Lead and initiate the formation of a quick task team to vet or qualify incoming bids, as well as oversee final submissions for quality and completeness, prior to replying to clients to ensure full compliance with the terms of the customer’s RFP / RFI.
  • Create and use standard templates to manage bids, solution designs, and bid documents, while coordinating input from account teams, systems engineers, and commercial/legal/finance teams.
  • Manage and routinely maintain a central repository to ensure the successful conversion of customer-specific bids into standardized offerings, resulting in a faster call to pay.
  • Ensure clear communication and integration between the different business units following successful bids, leading into the post-sales teams such as SLA, technical planning teams, as well as postmortems and investigations into unsuccessful bids to take away key learnings and areas for improvement.
  • Quality management techniques are fully integrated into Systems Engineering and effectively deployed on a daily basis.
  • Provide regular reports and manage dashboards showing bid performance based on statistical analysis, which may be used as useful data and information for sales and support teams.
  • Encourage cross-functional collaboration among internal and external stakeholders, as well as ensuring the implementation and adherence of OLAs between the various departments.
  • Assess the competition and operator landscape to gain a better understanding of the market’s offerings in order to identify, differentiate, and position them more intentionally and effectively based on price, value, network availability, and performance.

Role Deliverables

  • Regular market studies and pricing benchmarking are necessary to understand the competitive landscape.
  • Constant involvement with supporting functions to guarantee full compliance with group policies in terms of tax, legal, risk, finance, etc.

Requirements

Education:

  • Minimum four-year academic degree (in commerce, engineering, or business science).
  • Postgraduate qualification MBA/Masters (Commerce, Engineering, Science) Preferred languages: English, French, and Arabic (advantage).

Experience:

5+ years of relevant cost modelling and pricing expertise in the fixed line international telecommunications industry, particularly in the carrier business, with a strong technical background.

Competencies:

  • Capable of collaborating with diverse stakeholders in a multicultural setting.
  • Possesses strong analytical ability to forecast demand and make informed decisions.
  • A practical understanding of business practices
  • Understanding of risk management and company development.
  • Ability to identify major concerns in a scenario and think creatively and strategically when facing internal and external challenges.
  • Strong computer literacy (particularly in Excel, Word, PowerPoint, Visio, and Salesforce).
  • Understanding the connectivity infrastructure wholesale landscape, with an emphasis on emerging markets.
  • Adaptability to changing company and employee needs
  • Excellent interpersonal skills.
