Job Introduction
Are you thrilled to alter and build emerging African nations by applying technology and innovations across government? Do you have IT consulting or government experience creating systemic and dramatic change in emerging or developing countries?
TBI’s Advisory, Global Client Solutions, and Strategy and Partnerships divisions collaborate with government and tech players to execute ICT solutions in Ghana’s Tomorrow Partnership program, enabled by a dynamic external partner. The advisor will support flagship projects on National Digital Infrastructure, data for development harmonization, and Ghana’s Digital ID efforts by working with the Ghana advisory team and members of the Digital and Technology Transformation programme.
The Ghana Tomorrow Partnership program collaborates with the federal government to implement data technology to assist tech-enabled programs as part of a landmark endeavor in 30 countries. This post will offer an exciting opportunity to develop a Common National Digital Architecture (CNDA) and assist data harmonization across government departments and agencies. This position demands an ambitious candidate with appropriate expertise, good consulting skills, and a results-oriented mindset.
Key Duties
- Lead the Ghanaian government’s Common National Digital Architecture (CNDA) project to real outcomes. Specifically, workshop facilitation, writing tender documents, landscape assessments, data harmonization, financial analysis, and supporting the identification and deployment of Tech solutions across sectors, from Births and Deaths registry to digital government use cases like digital ID, tax revenue, and ease of doing business.
- Engage with government officials as needed, ensuring a key counterpart as a frequent contact.
- Help the TBI Senior Advisor, Digital and Tech Transformation and Ghana Tech team execute and implement Tomorrow Partnership flagship components.
- Ghana’s Ministry of Communications and Digitalisation and other ministries and agencies will employ the candidate.
Role summary
- Delivery: lead strategic analysis, including tactical requests from government stakeholders for in-depth analyses (e.g., benchmarking, performance reporting, gap analysis, strategy development) and software solutions implemented through partners.
- Government Relations: help the team build trusting ties with government leaders.
- Procurement: establish and design a procurement strategy to enroll implementation partners to increase capacity for government programs like CNDA. The incumbent writes ToRs and reviews proposals to ensure procurement strategy compliance.
- People: Foster a culture of creativity and delivery. The incumbent is required to lead the in-country team and work well with coworkers.
- External Relations (non-governmental): Help national teams prepare presentations, briefs, and reports for external stakeholders such tech hubs/incubators, investors, other non-profit organizations, media, suppliers, and agencies.
- One TBI: the postholder will officially report to the Senior Advisor. Ghana’s IT revolution
- Internal Reporting: The advisor will support the project management team on project-relevant internal reporting, including Objectives and Key Results, Tech workstream updates, and Tech strategic framework reporting.
Person Specification
- Experienced candidates with:
- Management consultancy or government advisory expertise
- Enterprise Architecture and digital transformation design and leadership experience
- Business, technology, consultancy, or advisory experience
- Digital transformation experience in other sectors or public service needed.

- Bachelor’s or postgraduate degree or comparable practical experience
- English-speaking candidates are needed.
- With good PowerPoint and Excel abilities and a proven ability to do benchmarking analysis and present complex facts clearly.
