Job Description

Global Communities is looking for a Chief of Party (COP) for the USAID Ghana Health Program – HIV, which will start soon. This five-year program wants to make it easier to find people with HIV and get them care and treatment, including lowering their viral load, in specific areas of Ghana. The Ghana Health Program builds on Ghana’s health and development progress so far to improve the delivery of integrated HIV health services for key and priority populations.

Local institutions and regional health directorates will be able to do more, last longer, and be more resilient with the help of technical assistance and service delivery activities. USAID thinks that the help from this program will make a big difference in Ghana’s progress toward the goals set out in its national strategies for integrating HIV health service delivery.

Under the direction of the Chief of Party, the Deputy Chief of Party (DCOP) will help run the project and give strong technical support. We’re looking for professionals who are passionate and hardworking to help us build the world we want: one with more opportunities, where crises give way to resilience, and where everyone thrives.

Key Responsibilities

The DCoP will be in charge of making sure that the project is technically sound as a whole. The DCOP will lead technical teams to make sure that the project has the most impact and is as effective as possible. This will be done by responding to the needs of the implementing teams and Ghana Health Service stakeholders and making sure that the strategies and approaches of the project work well together.

The DCoP will work with, guide, and make sure that the project is carried out according to its approved work plan, budget, and goals, all while giving high-quality technical assistance to regional health directorates, local partners, faith-based and private health service providers, and others. Among the responsibilities, but not all of them, are the following:

  • Work closely with Ghana Health Services at all levels, relevant health coordination bodies, other faith and private health service providers, and other relevant USG programs to build relationships on all technical matters related to integrated HIV health services.
  • Provide technical direction, management, supervision, and coaching for project staff, local partners, and consultants at the national and regional levels
  • Lead the creation and/or adoption of new ways to find cases and connect them with care for key and priority populations.
  • Make sure that high-quality technical deliverables, like work plans and technical reports, are made, reviewed, turned in, and approved on time and within the budget.
  • Lead the creation and implementation of strategies to help local organizations and regional health directorates implement, influence, and advocate for responsive and integrated HIV, malaria control systems and health services for key and priority populations.
  • Oversee the MERL Director’s efforts to document and share knowledge and new lessons learned from the use of high-impact project services.
  • Lead the planning, creation, and distribution of products that increase visibility, like technical publications, briefs, blogs, and conference abstracts.
  • Ensures that the project is well represented and reported on in national and regional coordination groups, multi-sectoral forums and initiatives, and technical forums of relevant communities of practice.
  • Ensures continuous engagement and information sharing among community leaders, local partners, and other key stakeholders as well as building capacities in the use of evidence base to inform decision making.
  • Makes sure that gender and other cross-cutting issues are well integrated and mainstreamed into the project, and that the desired results are measured regularly to help plan the next steps of the strategic program.
  • Do regular site visits to see how the project is going, make sure the quality of the data is being checked, and get feedback from participants and stakeholders.
  • Use the principles of adaptive management and processes for continuous improvement that are driven by data, and come up with the right ways to deal with problems under tight deadlines while making sure of operational integrity and the impact of the project.
  • Hold monthly and quarterly project review meetings with staff and partners to regularly check and improve project performance against work plans and targets.

Qualifications

  • Master’s degree (or the equivalent) in a field related to public health, governance and development studies, medicine, other social sciences, nutrition, or a related field, and at least 8 years of experience managing multi-sectoral projects with increasing responsibilities and duties in fields related to strengthening health systems, involving the private sector, and/or providing relevant technical expertise to such projects; or,
  • Bachelor’s degree in a field related to public health, governance, and development studies, medicine, other social sciences, or a related field. At least 10 years of experience managing multi-sectoral projects with increasing responsibilities and duties in the areas of health system strengthening, private sector engagement, and/or providing relevant technical expertise to such projects.
  • Five (5) years of experience as deputy technical director, senior management/specialist, or a similar position on a USAID-funded program that involved managing large USG-supported programs with skills in strategic planning, management, supervision, and budgeting is strongly preferred. Experience with international NGOs is very important.
  • High level of interpersonal, technical, communication, and analytical skills, including the ability to work well with a wide range of counterparts in the public and private sectors and other key stakeholders.
  • Ability to build good working relationships with government officials, civil society organizations, private sector actors, implementing partners, international donors, and other stakeholders.
  • We want someone who has shown they can get different partners to agree on a common vision and can lead teams of people from different fields.
  • USAID rules and regulations must be known or experienced, and managing USAID cooperative agreements is preferred.
  • You need to have shown that you have experience and know the relevant local laws, rules, and policies.
  • There must be management or supervisory experience.
  • Strong knowledge of how things work in Ghana.
  • It is important to show that you can communicate well, both orally and in writing so that you can meet the different technical and management needs of the agreement.
  • Languages: Speaks and writes English at a professional level
