POSITION: Snr. Programme Effectiveness Manager

Purpose

To provide technical leadership and strategic direction to enhance learning and discipline in Strategy Development and DME skills and practice throughout World Vision Ghana. The role is crucial to WV Ghana’s strategy and ability to focus strategically on activities that improve programming management and lead to measurable and sustained improvement.

The Senior Program Effectiveness Manager (SPEM) will assist World Vision Ghana’s transformation into a learning and evidence-driven organization by guaranteeing best practices across the National Office through effective systems and processes. In response to strategic objectives to implement an evidence-driven approach, leverage technology to improve data quality, and enable real-time monitoring, learning, and decision-making, the SPEM will help implement WVG Monitoring, Evaluation, and Learning strategy across the organization.

The role bearer communicates World Vision’s Christian ethos and leads by example in spirituality.

The Senior Programme Effective Manager will report to the Strategy and Integrated Programmes Director, manage the Program Effectiveness Unit, and collaborate with the PME Manager and team.

Key Responsibilities

Technical Support and Leadership

  • Support National Office Strategy creation, monitoring, and reporting with technical expertise.
  • To ensure compliance and impact on child well-being, link the National Office thematic strategic objectives with the WV Partnership and Regional Guidelines and monitor them regularly.
  • Manage the creation and implementation of technically feasible WVG ministry programs.
  • Ensure program effectiveness and insights by partnering with other departments and external experts on research projects to evaluate WVG’s Technical Programs and other interventions.
  • Make that all Program Effectiveness interventions are supported in assessment, design, implementation, baseline, monitoring, evaluation, transition, learning, and documentation.
  • Lead Program Effectiveness Unit staff; oversee professional development activities such appraisals, monitoring, and training and mentoring;
  • Allow applicable Technical Specialists to obtain timely and appropriate D,M & E technical support to meet or exceed donor performance and compliance expectations.
  • Lead frequent peer reviews to ensure WV Partnership compliance.
  • Support all Quality Assurance research interventions and projects.
  • Using Horizon, GTRN, and other databases, ensure organization-wide data management and innovation.

Capacity Building

  • Establish a learning culture based on best practices and industry standards to help program staff exceed targets and inspire a new generation of technical specialists at WVG.
  • Enhancing technical leaders and DME processes and recommending measures.
  • Program effectiveness should be integrated into all WVG operations.

Quality Assurance

  • Effectively establish and implement strategies and guidelines to prioritize child well-being, and integrate targets into program and project designs.
  • Coordinate and submit a high-quality child well-being annual report on time.
  • Use relevant indicators to track national office strategy implementation and progress.
  • Direct and ensure quality, focus, and feasibility in WVG DM&E processes such as development, design, implementation, monitoring, and evaluation.
  • Direct and guarantee program/project interventions are created and developed in accordance with a fully integrated three-track ministry strategy, WV, Donor, GOK, SPHERE, and other common criteria;
  • Provide or construct tools, methodological methods, technical help, training and capacity building, DME support, and business processes to ensure programs meet or exceed WV child wellbeing objectives.
  • Make sure that business procedures, standards, and policies are developed with other WVG organizations to support DM&E program interventions and that Technical Approaches meet WV, donor, and other criteria;
  • Ensure that APs/grants have sustainable, impactful programs that meet WVI KPIs and acceptable audit outcomes.
  • Successfully conceive, elaborate, and implement urban development strategy and programming;

Engagements Strategic

  • Implement effective engagement with government departments, regional technical and sector representatives, and support offices.
  • Make sure P.E team engages with relevant internal and external stakeholders, including WVG entities (FSS, PAS), the Support Office, the Global Centre, national and international research entities, government, church, and civil society representatives.
  • Make sure WARO and other learning centres are linked for program effectiveness.

Acquisition of Resources

  • Provide technical support for sector-related ideas and proposals to meet DM&E and donor criteria.
  • Allow Program Effectiveness personnel to give the RAM unit the technical support it needs to accomplish or exceed annual resource acquisition targets;

Other

  • Complete any other tasks assigned by the supervisor or designee.
  • Join committees and task teams like Senior Management Committee

Minimum education, training, and experience for the job:

  • The post requires a Master’s degree in Social Sciences Business Administration—Program Management/Strategic Management.
  • Minimum 3 years of strategic management and project management cycle experience in a complex, international development organization, especially designing, planning, implementing, supervising, and reporting on integrated development, relief, and advocacy projects.
  • Professional experience in proposal writing, funding acquisition, and grant management for big government donors is desired.
  • The candidate must be results-driven and team-oriented.
  • Working knowledge of WVI systems, rules, and standards is helpful.
  • They must know management, business processes, and standards.
  • This leader must be results-oriented and able to balance organizational, donor, and stakeholder needs.
  • He/she must be a team player and have good PR abilities.

Preferred Skills, Knowledge, and Experience

  • LEAP/DM&E/CWB expertise
  • Know World Vision’s LEAP tools and can train others
  • Portfolio/Program Management certification from authorized colleges.
  • Ability to strategically engage with senior government, UN, and INGO officials.
  • Leadership of a multicultural team with empowerment and results.
  • Excellent budgeting and financial abilities.
  • Excellent written and spoken English.
  • The candidate must be results-oriented, competent to handle PR, please funders, and work well with others.
  • Excellent organizational, management, and interpersonal skills.
  • Maintaining performance expectations across varied cultural and physical constraints.
  • Independent judgment and complicated problem-solving.
  • Good research planning and execution skills
  • Teamwork skills, especially in a matrix reporting structure
  • Knows computers.
  • Must possess program management, DME, and people management abilities, and be a dedicated Christian who can overcome denominational differences.
  • Join/lead daily devotions and monthly chapel sessions.
  • Perform other tasks as needed.
