POSITION: Snr. Programme Effectiveness Manager

Purpose

To provide the technical leadership and visionary direction required to foster a culture of learning and discipline in the skills and practice of Strategy Development and DME across World Vision Ghana. The post plays an important part in the development of WV Ghana’s strategy and capacity to focus strategically on projects that provide improved quality programming management, resulting in measurable and sustainable growth.

The Senior Program Effectiveness Manager (SPEM) will help to turn World Vision Ghana into a learning and evidence-driven organization by implementing effective systems and procedures to ensure best practice across the National Office. The SPEM will contribute to the implementation of the WVG Monitoring, Evaluation, and Learning strategy throughout the organization in response to the following strategic objectives: implement an evidence-driven approach, leverage technology to improve data quality, and enable real-time monitoring, learning, and decision-making.

The Senior Programme Effective Manager will report to the Strategy and Integrated Programmes Director, oversee the Program Effectiveness Unit, and collaborate closely with the PME Manager and team.

Technical Leadership and Support

  • Provide technical assistance in the development, monitoring, and reporting of the National Office Strategy.
  • Ensure that the National Office’s thematic strategic objectives are aligned with the WV
  • Partnership and Regional Guidelines, and that they are consistently monitored to ensure compliance and impact on children’s well-being.
  • Direct the effective creation and implementation of technically feasible ideas and initiatives within the WVG ministry.
  • Ensure program effectiveness and insights by partnering with other departments and external experts to establish research efforts aimed at assessing the impact of WVG’s numerous technical programs and interventions.
  • Ensure that all program interventions under Program Effectiveness receive adequate support in terms of assessment, design, implementation, baseline, monitoring, evaluation, transition, learning, and documentation.
  • Provide effective leadership to staff within the Program Effectiveness Unit; Ensure that professional development activities, such as appraisals, monitoring, and necessary training and mentoring activities, are successfully carried out.
  • Allow the applicable Technical Specialists to obtain timely and appropriate D,M, and E technical support required to meet or exceed donor performance and compliance objectives.
  • Take the lead in conducting periodic peer reviews to ensure alignment and compliance with WV Partnership standards.
  • Support all research-related interventions and projects within the Quality Assurance division.
  • Ensure organization-wide quality data management and innovation using e-platforms like Horizon, GTRN, and other databases.

Capacity Building

  • Establish a learning culture based on evidence-based best practices and industry standards to help program staff meet or exceed targets. Provide mentoring, coaching, and supervision to empower a new generation of technical specialists within WVG.
  • Increasing the capacity of technical leads and other DME processes and making relevant recommendations for action.
  • Ensure that program effectiveness is integrated into all WVG functions.

Quality Assurance

  • Develop and implement strategies and guidelines to prioritize child well-being. Integrate targets into program and project designs.
  • Coordinate and ensure timely submission of a quality and comprehensive Child Well-Being Annual Report.
  • Use appropriate indicators to monitor the implementation and progress of the National Office strategy.
  • Direct and ensure the quality, focus, and viability of WVG’s DM&E processes, which include development, design, implementation, monitoring, and evaluation.
  • Direct and ensure that program/project interventions are created and developed not just in accordance with a fully integrated three-track ministry strategy but also in conformity with WV, Donor, GOK, SPHERE, and other approved norms and standards;
  • Direct the provision and/or establishment of necessary tools, methodological approaches, technical help, training / capacity building, DME support, and related business procedures to ensure that programs reach or exceed WV child well-being objectives.
  • Ensure that business procedures, standards, and policies are developed in collaboration with other WVG organizations that support program interventions for DM&E and that technical approaches are aligned with WV, donor, and other relevant standards;
  • Ensure that APs/grants have suitable designs, development techniques, and processes in place to provide sustainable and impactful programs that meet WVI key performance indicators and achieve acceptable audit results (operational).
  • Ensure the successful creation, formulation, and implementation of urban development strategies and programs.

Strategic engagements

  • Maintain excellent communication with government departments, regional technical/sector representatives, and support offices.
  • Ensure that the P.E team is effectively engaged with appropriate internal and external stakeholders, such as other WVG entities (FSS, PAS), the Support Office, the Global Centre, national and international research organizations, the government, the church, and other civil society representatives.
  • Ensure that the required links are made with WARO and other learning centres to improve program efficacy.

Resource Acquisition

  • Ensure technical support for sector-related concepts and proposals that fulfill DM&E and donor criteria.
  • Allow the relevant Program Effectiveness personnel to give the RAM unit with the technical support required to successfully meet or surpass defined yearly resource acquisition targets.

Other

  • carry out any additional tasks that the supervisor or designee may from time to time assign.
  • Participate in groups and task forces, such as the Senior Management Committee.

Minimum education, training, and experience requirements for the position:

  • The role holder must have a Master’s degree in any of the subjects of Social Sciences Business Administration—Program Management/Strategic Management.
  • A minimum of three years of experience with a thorough understanding of all areas of strategic management-project management cycles in a complex, international development organization, especially in designing, planning, implementing, supervising, and reporting on integrated development, relief, and/or advocacy projects
  • Proven experience developing proposals, obtaining money, and managing grants for big government donors is preferred.
  • The position holder must be results-oriented and a team player.
  • Knowledge of WVI working systems, policies, and standards will be beneficial.
  • They must have a strong understanding of management, business processes, and standards.
  • They must have a conceptual grasp and practical command of project life cycle management and evaluation principles.
  • This role requires a results-oriented leader capable of managing and satisfying many, sometimes conflicting, organizational, donor, and stakeholder objectives.
  • He or she must also have excellent public relations abilities and be a great team player.

Preferred Skill, Knowledge, and Experience

  • Skills and experience in LEAP/DM&E/CWB
  • Sufficient understanding of World Vision’s LEAP tools and the capacity to train others
  • Accredited colleges offer training or certification in portfolio and/or program management.
  • Ability to engage in strategic discussions with senior government, UN, and INGO officials.
  • Ability to lead a multicultural team in an empowering and results-oriented manner.
    Excellent budgeting and money management skills.
  • Proficient in both written and spoken English.
  • The individual must be results-oriented, capable of managing public relations, able to satisfy funders, and a team player.
  • Excellent interpersonal, organizational, and management skills.
  • Ability to meet performance requirements in a variety of cultural situations and under difficult physical conditions.
  • Ability to solve complicated problems and make independent decisions.
  • Adequate skills in planning and performing research.
  • Ability to collaborate and contribute in a team-building environment, particularly in a matrix reporting structure.
  • Computer literate: List additional job experience as a minimum requirement for this position.

The ideal candidate should have program management, DME, and people management abilities, as well as a strong Christian faith that allows them to transcend denominational differences.

Attend and/or lead daily devotions and weekly Chapel services.
Other duties may be assigned as needed.

  • Work environment: office-based, with periodic field trips.
  • Travel: 10%. Domestic and foreign travel are essential.
