Under the direction of the Head of Office, the Urban Planning and Resilience Officer will work with implementation partners on the “Transforming the built environment through sustainable materials” project. Germany’s Ministry for Economic Development and Cooperation (BMZ) is paying for the project to be done.

The goal of the project is to help GlobalABC reach its goal of working toward zero-emission, energy-efficient, and durable buildings and their development. It is led by UNEP and run by UN-Habitat and UNOPS. The goal of the project is to help the government change their buildings and construction industry to make it more sustainable and use less resources, especially in the housing sector. The main thing that will come out of this will be a national assessment and road map for buildings and development.

Duties and Obligations

Summary of Main Tasks:

  • Put together the important parts of the country assessment report and road map for Buildings and Construction 2020-2050, as well as policy briefs for decision-makers.
  • Analysis of data about urban planning, such as land use planning, zoning, buildings, infrastructure and energy systems, resilience, and how they all work together.
  • Report on the review of the country and the annotated road map for urban planning

1. Data Analysis Having to do with urban planning, such as how land is used, zoning, buildings, and infrastructure

  • Collect the studies, reports, data, and analyses that are already out there about the country’s rules, policies, and laws that affect urban planning, such as land use planning, zoning, buildings, infrastructure, energy systems, and their interactions.
  • Find missing data and information and summarize early results and analyses in the above areas.
  • Get more facts and information from the people who have an interest in urban planning and resilience.

2. Help with the project’s ongoing activities, such as data collection, strategic planning, city growth strategies, and program management.

  • Reporting on the Country Assessment and annotated road map, including those related to the data that has been evaluated.
  • Write the section of the country assessment report that talks about urban planning and resilience.
  • The Urban Planning and Resilience Chapter of the Roadmap will be written to fit the needs of the country.
  • Give feedback on urban planning and resilience at the second workshop/consultation for stakeholders, where UN-Habitat will share key findings and talk about priorities and recommendations. Complete the report on urban planning and the strength of the country.

3. Help the CO build and share information, with a focus on achieving the following results:

  • Help UN-Habitat hold a workshop or consultation with key stakeholders to talk about the assessment process, preliminary results, the different people who are involved, and the data collection needs in key areas linked to urban planning and resilience.
  • Help UN-Habitat do a final analysis to figure out what needs, challenges, and opportunities there are for greening the sector, especially in terms of urban planning and resilience. This should take into account and connect existing and planned initiatives and projects, as well as the effects of the Covid-19 crisis on the sector and the opportunities it offers for recovery after Covid.
  • Help UN-Habitat by Engaging members of the Multi-stakeholder Expert Group platform to develop the “Roadmap for Buildings and Construction 2020-2050” through an open process that focuses on sustainable urban planning and resilience.
  • Provide support for UN-Habitat coordination meetings, representative surveys, and at least three technical workshops/consultations with stakeholders to discuss strategies and actions for the Buildings and Construction Roadmap, including the preparation of documents, presentations for meetings, and questionnaires and survey forms for the three consultation seminars/meetings in collaboration, especially in areas related to urban planning and resilience.
  • Give UN-Habitat feedback on urban planning and resilience so they can write advocacy or policy briefs for decision makers with key points that are specific to the country.
  • Join the UN Inter-Agency and Results Groups.
  • Do any other jobs that you are told to.

Skills and experience that are needed

  • Education: MSc in Town & Country Planning, Regional Development & Planning, Urban Planning and Design, Spatial Planning, Urban Economist, Sustainable Development, and other relevant fields.
  • Experience: Master’s degree holders with at least 5 years of work experience and an understanding of urban planning, including land use planning, zoning, buildings, infrastructure, and energy systems and how they work together for sustainable growth and resilience.
  • Applicants should be very committed to working with multiple stakeholders, sharing knowledge, being ready to work as part of a team, and having great coordination and communication skills.
  • It would be good to have experience in the UN system and know the UN’s rules, regulations, and processes for working on the ground and making projects.

What you need to know and be able to do

  • Ability to handle various tasks at once, work under time pressure, and work well with people from different countries. Good people skills and an understanding of other cultures.  Ability to work well, competently, and honestly with little guidance. High skill level with computers, including the ability to run virtual talks.
  • Experience with computers and office tools like MS Word, Excel, and so on.
  • Web-based management system dealing with experience

Language Requirements:

  • Fluency in both the UN language and the language of the country where the job is. Strong skills in both speaking and writing.
  • Fluent in English
