Fellowship Overview
The UK Foreign, Commonwealth, and Development Office (FCDO) launched the Chevening Energy Market Reform Fellowship, which is aimed at senior executives and experts in China’s energy sector. The UK-China Energy Dialogue, a strategic project aimed at enhancing cooperation between the UK and China in the fields of energy market reforms, energy security, and climate change mitigation, includes this fellowship.
Organization of the Program
Fellows who are accepted into the program will spend three months in Dundee, where they will participate in research projects that are particularly tailored to advance the objectives of the UK-China Energy Dialogue project. Fellows are eligible to participate in classes, lectures, and seminars at CEPMLP, an internationally recognized center for energy and legal research, which is located at the University of Dundee. The fellowship is designed to offer participants a platform to conduct meaningful research, with the assistance of an academic supervisor from the University of Dundee, throughout the program.
Academic Engagement and Research
Participants are expected to work together on a research project that aligns with the main goals of energy market reform. During the interview phase, a CEPMLP faculty member will have a conversation and hone the suggested research topic to ensure that the project is both doable and significant. Unrestricted access to scholarly resources, networking opportunities, and seminars on mineral law, petroleum law, and energy will be provided to fellows. Their understanding and proficiency in energy reform will be further enhanced by this exposure to cutting-edge research and international best practices.

Criteria for Eligibility
Applicants must satisfy the following criteria in order to be considered for the Chevening Energy Market Reform Fellowship:
Residence and Nationality:
The fellowship is exclusively available to Chinese nationals who plan to return to China upon completion of the program.
Professional Experience:
Applicants must possess a minimum of five years of significant professional experience in the energy sector. This encompasses individuals who are either presently employed or enrolled as PhD candidates, with the exception of PhDs from universities in the United Kingdom, the European Union, or the United States.
Qualifications for Academic Study:
An equivalent professional training or postgraduate-level qualification in a pertinent field is necessary.
Employment Restrictions:
Applicants must not have been an employee or relative of His Majesty’s Government, the FCDO, or other specified UK government bodies within the past two years of the application date. Additionally, applicants must not possess dual nationality, with one of the nationalities being British.
Chevening Partner Employment:
Applicants who have been employed by Chevening Partner organizations within the past two years are eligible to apply; however, they are not eligible to receive a partner award from their affiliated organization.
Furthermore, individuals who have previously received scholarships financed by the UK government are eligible for consideration after five years have passed since the completion of their previous award. There is an expectation that applicants will exhibit career advancement and leadership in their respective disciplines since their most recent award.

The Chevening Energy Market Reform Fellowship 2025-2026 is currently accepting applications, with a deadline of November 5, 2024. The timeline for the fellowship application and selection process is as follows:

- The Reading Committee conducted assessments from mid-November 2024 to January 2025.
