The Lithuania State Scholarships for the academic year 2024-2025 are available to international students. The scholarship provides funding for master ‘s-level programs in any subject taught at universities in Lithuania. The scholarship’s deadline is April 15, 2024.

The Education Exchanges Support Foundation is now accepting applications for Lithuanian state scholarships for the year 2024. These scholarships provide support for full-time Master’s degrees or integrated studies (up to the two final years of the integrated program) at Lithuanian higher education institutions.
This financing opportunity is available to individuals who are citizens of Armenia, Azerbaijan, Belarus, China, Georgia, Israel, Japan, Moldova, South Korea, Ukraine, and foreigners of Lithuanian heritage from non-EU and EFTA countries. There are a total of 100 grants available, which include monthly scholarships and grants to pay study costs. The allocation comprises designated quotas for individuals from Belarus (10 grants), Ukraine (20 grants), and foreign nationals of Lithuanian descent from non-EU and EFTA nations (5 grants).
The monthly scholarship is set at 550 EUR, and the award for study expenditures is limited and cannot be beyond the national standard study price. Requirements for citizenship:
Applicants must possess citizenship in one of the designated countries: Armenia, Azerbaijan, Belarus, China, Georgia, Israel, Japan, Moldova, South Korea, or Ukraine. Alternatively, they may be foreign individuals of Lithuanian descent from countries outside the European Union (EU) and the European Free Trade Association (EFTA).
Belarusian citizens can obtain a residence permit.
Belarusian applicants must have a valid resident permit in Lithuania to be considered eligible.
Linguistic Competence:
Fluency in Lithuanian, English, or another language that is pertinent to the selected study program is a prerequisite for the candidate.
Educational History:
The applicant must have completed a bachelor’s degree by the end of the 2023–2024 academic year or be a 4th-year student in a 6-year integrated studies program or a 3rd-year student in a 5-year integrated studies program at a higher education institution in Lithuania.
Letter of acceptance:
A candidate must have a formal letter of acceptance or pre-acceptance from a Lithuanian higher education institution to pursue full-time Master’s degree courses. This letter serves to confirm the candidate’s linguistic proficiency for the selected study program. To pursue integrated studies, it is necessary to provide an official confirmation letter that verifies the candidate’s enrollment in an integrated study program and specifies their language proficiency.
Individual scholarship grant:
Recipients of the state scholarship are only entitled to receive it once; those who have previously been funded via this program are not eligible.
Global collaborative academic programs that result in the attainment of a joint degree.
Funding for international joint degree programs with an obligatory mobility period in the candidate’s home country is only relevant to the portion of studies completed in a Lithuanian higher education institution.
Post-graduate exclusion:
The state scholarship is not available to candidates who have already acquired a Master’s degree, to ensure an equitable distribution of scholarship chances.
Procedure for Applying:
Candidates must initiate the application process by utilizing the online application system and providing the appropriate scanned documents. All material within the application, including any accompanying documents, must be submitted in either the English or Lithuanian language.
Before commencing the application process, candidates are required to register on the online application system.
After logging in, candidates should locate and click on the “Create Application” box under the “Applications” section. They should then choose the appropriate scope and call, namely the “Scholarships for Full-Time Master Degree Studies” option.
To be accepted into a Master’s degree program at a Lithuanian higher education institution, a candidate is required to provide a document verifying the completion of their studies at a higher education institution, such as a diploma and its supplement, or a transcript of records. The higher education institution will furnish the Education Exchanges Support Foundation with the findings of the academic grade evaluation, namely the arithmetic average.
By using the online application system, the candidate must submit the following documents:
Letter of Recommendation:
It is mandatory to provide one letter of recommendation. It is recommended to utilize the specified format. (Please note that the recommendation must be issued no more than six months before the application deadline.).
For pursuing a Master’s degree on a full-time basis:
The candidate must provide a letter of acceptance or pre-acceptance from a Lithuanian higher education institution, confirming their entrance to the Master’s degree program. The document must contain the candidate’s full name, last name, specific information about the study program, its state code, and the duration of the study term. Additionally, it is necessary to verify the candidate’s language proficiency.
For the program of Full-Time Integrated Studies:
The provided document is a duplicate of the confirmation letter from a Lithuanian higher education institution attesting to the candidate’s acceptance into an integrated study program. The required information should consist of the candidate’s first name, last name, details of the study program, the state code of the program, the candidate’s current year of study, and the duration of the study period. The document must verify the candidate’s linguistic aptitude.
For Belarusian citizens:
Providing a duplicate of a currently valid residency permit in Lithuania.
For those of Lithuanian descent who are not citizens of Lithuania:
submission of a certificate or other official document, issued by the Lithuanian community of the relevant country or another authorized body (such as an embassy or equivalent), that attests to one’s Lithuanian heritage.
Candidate selection:
Every application that meets the requirements and is fully completed goes through a thorough evaluation by experts. The ultimate determination about the awarding of the state scholarship to applicants is contingent upon:
Applicant’s level of motivation (50%):
- Assessment of the experience and accomplishments of the selected academic program in Lithuania.
- The assessment of choosing a specific academic program and institution of higher education in Lithuania.
- The perceived advantages of pursuing education in Lithuania for future professional and personal growth.
- The evaluation of the applicant’s eligibility for the Lithuanian state scholarship.
Arithmetic Average of Academic Grades (50%):
For individuals seeking admission to full-time Master’s degree programs in Lithuania:
- Academic accomplishments during the pursuit of a bachelor’s degree.
- For students pursuing a Master’s degree on a full-time basis in Lithuania: Academic accomplishments and performance throughout the first year of the Master’s degree program after completing a Bachelor’s degree.
- For students enrolled in the integrated study program in Lithuania, this document contains the academic results of the courses and modules that have been completed.
Priorities:
- Candidates who are currently enrolled or have previously commenced a full-time Master’s degree program in the Lithuanian language are given priority and receive an additional 2 points in the competition score.
- Preference is given to applicants who hold a bachelor’s or professional bachelor’s degree from a Lithuanian higher education institution or are presently enrolled in an integrated study program at a Lithuanian higher education institution. This will result in an additional 2 points being added to their competition score.
- Candidates pursuing or currently enrolled in a Master’s degree program in informatics, life sciences, or engineering are given priority. Additionally, they receive an extra 15 points on their competition score.
Financial Conditions:
- To be eligible for the scholarship and grant, students are required to study in Lithuania in person, and remote studies are not considered.
- The grant for study expenses is set based on the national standard study price. If the established study cost of a higher education institution is higher than the national standard, candidates are responsible for financing the difference.
- Monthly disbursements of scholarships are made directly to the student’s account for the duration of their studies.
- The aggregate sum of scholarships and grants is deposited biannually into the bank account of the higher education institution, namely in November and April.
Linguistic prerequisite:
If students receive financing, they must acquire a basic proficiency in the Lithuanian language within the first academic year after getting the scholarship (September 2024 to June 2025). This can be achieved by either earning an A1 or completing a 6-credit course at the A1 level.
Termination of Financial Support:
Financial assistance is discontinued if a non-native student:
- Discontinues their full-time Master’s degree or integrated studies at a selected Lithuanian higher education institution.
- Commences their full-time Master’s degree or integrated studies late.
- Completes their full-time Master’s degree or integrated studies more than 6 days ahead of schedule.
- Is burdened with academic debts or is on academic leave.
- Unforeseen circumstances may emerge that preclude the scholarship and/or reward from being granted.
- Does not meet the requirement for learning the Lithuanian language.
- Contrasts with other criteria specified in the application guidelines.

Applying for the State Scholarship is a separate procedure that does not affect admission to full-time Master’s degree programs in Lithuanian higher education institutions. Before applying for the Lithuanian State scholarship, it is advisable to first apply for a full-time Master’s degree.
Applications, along with their associated documentation, must be submitted solely through the online application system. Submissions made through alternative methods such as postal mail or email, will not be taken into consideration.
Submission of all application documents (in JPEG, GIF, PNG, and PDF formats) is required before the designated deadline. Modifications are not allowed once the deadline has passed, and applications that are not finished or submitted after the deadline will not be taken into account.
