ROLE: Monitoring, Evaluation and Learning Officer
RESPONSIBILITIES
In line with the policies and procedures approved by Right To Play (RTP), the incumbent:
Collecting data on the progress and results of a program: 35%
- Leads outcome studies at least once a year to coordinate and carry out regular monitoring of program results.
- Uses the global monitoring system to keep track of program results, like the number of trainings given and the number of people who took part in the program.
- Coordinates the necessary preparations for all ME activities by finding and preparing participants for samples, testing and translating data collection tools, and working with schools and communities to find time and space.
- Uses both qualitative (focus groups, interviews, and child observations) and quantitative (surveys) tools to collect data from children, youth, leaders, parents, partners, and other stakeholders.
- Access to and retrieval of secondary data, such as school records and health statistics at the community level, are coordinated.
- Finds new ideas and ways to improve the global MEL framework and systems to make them work better.
Keeping data, analyzing it, and reporting on it: 20%
- Makes sure that both primary and secondary data are entered and transcribed correctly.
- Performs data audits and checks data to make sure that data collection and entry are done correctly.
- Performs basic analyses on both quantitative and qualitative data, such as descriptive analyses and finding themes and subthemes.
- Makes sure that the way data is stored is in line with RTP standards, such as privacy.
- Makes and sends reports to the Country Manager and the Regional MELO about outputs, outcomes, and evaluations.
Plan for monitoring, evaluating, and learning from the RTP programs: 15%
- Assesses how relevant and useful RTP’s global indicators and ME tools are in the country’s context and suggests changes as needed.
- Finds the gaps between global indicators and data collection tools and the results of a country’s program and suggests ways to fill them.
Skills or Experience Needed
EDUCATION/TRAINING/CERTIFICATION
- Bachelor’s degree in social sciences, international development, or a similar field.
- Training in monitoring and evaluating, like classes, workshops, and certificates at the university level.
EXPERIENCE
- Three years of experience making and using monitoring and evaluation frameworks, including making logic frameworks, outcomes, indicators, goals, and plans for collecting data.
- 1 year of experience working with social programs in the real world.
- Three years leading and doing both qualitative and quantitative data collection (surveys, interviews, observations, focus groups, etc.).
- Experience doing basic analyses of both quantitative (descriptive analysis) and qualitative (finding key themes and subthemes) data.
- Experience managing data sets (coordinating data entry, ensuring data quality, managing data confidential storage).
COMPETENCES/PERSONAL QUALIFICATIONS
- Advanced skills in talking and writing to and with other people
- Strong analytical and conceptual skills to think and plan strategically and spot trends.
- Strong problem-solving skills.
- Ability to work well with a wide range of people and groups, such as kids, teens, parents, teachers, school administrators, the government, and other partners.
- Proven written communication and presentation skills.
- Able to show the results of an evaluation in a variety of ways, including graphs, reports, and presentations.
