ROLE: Field Security Associate (FSA) – SOC Supervisor/Administration

Organizational Context and Job Purpose

The UN Security Management System has identified six (6) security risk areas: Accra/South, Takoradi/West, Tamale/North, Bolgatanga/Upper East, Wa/Upper West, and Kumasi/Ashanti. A Field Security Associate is responsible for the security risk area in Kumasi/Ashanti, supervision of the Security Operations Centre, supervision of UN ID Production, and administration.

A Field Security Associate is required to assist the Security Advisor in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the region of assignment.
UNDP is in charge of managing the post locally, but the Local Cost Shared Security Budget (LCSSB) provides funding.

The UN Security Management System (SMT) has identified the following security risk areas: Accra/South, Kumasi/Ashanti, Takoradi/West, Tamale/North, Bolgatanga/Upper East, and Wa/Upper West.

Position Goal

With the introduction of new security risk areas and duty stations, the Field Security Associate (FSA)-SOC Supervisor/Administration is required to offer security support to Agencies, Funds, and Programs.

Responsibilities and Duties

Aids SA in gathering, updating, and disseminating information about the security situation in the Area of Responsibility.

  • Liaises and coordinates with host government security organizations and/or people, including national and local provincial authorities, military and police officials, and non-governmental organizations in the area of operation, as needed.

Assists with the upkeep of the Security Plan

  • Assists in the creation and review of the UN Security Plan; where needed, supports activities during the Security Plan’s implementation.

Security Reporting Documentation Preparation

  • Assists in the reporting of security incidents involving UN personnel, offices, and assets, as well as the compilation of security reports such as the Security Incident Report and the Security Assessments 4 Assists the SA in monitoring the implementation of security measures as indicated in the Security Risks Management (SRM) process) for the AoR.
  • Assists in the reporting of security events involving UN personnel, offices, and assets.
  • Assists in the monitoring of Residential Security Measures, office safety, and security preparation.

Supervision of Security Operation Centers

  • Supervise the personnel of Security Operations Centers.
  • To provide 24-hour coverage, schedule shifts and manage staffing.
  • Oversee all communication activities at the SOCs to ensure smooth functioning.
  • Produce reports and documents as needed for regulatory compliance or administrative needs.
  • Ensure that the SOCs are in accordance with the organization’s needs and policies.
  • Implement quality assurance systems to monitor radio communications correctness and efficacy.
  • Examine and assess the performance of SOC personnel, and make suggestions for improvement.
  • In the event of a technical failure, natural calamity, or other crisis, implement emergency reaction procedures for the radio room.

Identification Production Supervision

  • Supervision of UN ID manufacture and documentation of all IDs produced.
  • Develop production schedules and workflows to fulfill demand and deadlines to ensure efficient production processes.
  • To ensure that identity cards fulfill specifications and security needs, implement and enforce quality control standards.
  • Oversee the acquisition and management of production materials such as ID card blanks, printing supplies, and security features.
  • Keep an accurate inventory and replenish supplies as necessary.
  • Maintain and service manufacturing equipment such as card printers, laminators, and data-encoding devices.
  • Plan regular maintenance and repairs.
  • Maintain stringent security protocols to safeguard sensitive data and prevent unauthorized access to ID production equipment and databases.

Provision of Administrative Assistance

  • Maintains routine and confidential correspondence and document files;
  • Keeping track of all Country Office personnel and LCSSB data
  • Supervision for data gathering from primary or secondary data sources and database/data system maintenance (25%).
  • Carry out administrative duties in accordance with conventional rules, procedures, and standards.
  • All documents received, created, and processed in the office, as well as SOC and CCC, must be recorded and filed.
  • Coordinate meeting schedules, keep an eye on the office task list, and confirm weekly agendas ahead of time.
  • Assists the SA with general administrative tasks.
  • Maintains a database of contact information for security officials in the host country.

Required Qualifications and Experience

Education:

A high school diploma is required. A bachelor’s degree in security studies is preferred.

Experience:

  • A minimum of 5 years of consecutive security-related experience is necessary.
  • A minimum of two years’ experience in the administration and finance fields is required.
  • Knowledge of the UN Security Communication System (GSM, VHF, Sat phone, Eta) or experience with a diplomatic security system or an international non-governmental organization’s security communication system.

Language requirements (Necessary / Desirable)

  • Fluency in both English and Ghanaian is necessary.

Other Capabilities

  • Excellent understanding of Security Risk Management, Residential Security Measures, Security Plan, and Contingency Plan.
  • Excellent knowledge of Inspira, UMOJA, Ineed, and Quantum
  • It is preferable to have knowledge of Ghana.
  • Having a valid driver’s license
