ROLE: Technical Project Manager, Digital Square

PATH is a global organization that works to improve health for everyone. PATH has more than 40 years of experience building partnerships between different types of organizations. It also has experts in science, economics, technology, advocacy, and dozens of other fields, which helps it come up with and scale up new ways to solve the world’s biggest health problems.

The Center of Digital and Data Excellence (CoDE) at PATH works with government health ministries, the private sector, and donors to improve health services by making better use of digital technologies and data. One of CoDE’s most important global projects is Digital Square (https://www.digitalsquare.org). It is run by PATH and funded by a number of groups, including the Bill & Melinda Gates Foundation and the United States Agency for International Development (USAID).

Its goal is to improve digitally enabled health services to help close the health equity gap. Digital Square was inspired by the ineffectiveness and duplication of previous investments in digital technologies for international development. It works with ministries of health to match adaptable, interoperable digital technologies with local health needs and brings partners together to improve how the global community designs, uses, and pays for digital health tools and approaches.

The Digital Square team at PATH is looking for a Technical Project Manager (TPM). To carry out the Digital Innovation and Pandemic Control (DIPC) project, the TPM will work closely with PATH colleagues, partners from the German Agency for International Cooperation (GIZ), and the Ghana Health Service (GHS) and Ministry of Health (MOH) in Ghana. The goal of the DIPC project is to use digital tools to help manage vaccine data systems and immunizations in case of a pandemic. The TPM will report to the person in charge of the DIPC project.

Responsibilities:

  • The responsibilities will change as Digital Square and DIPC’s top priorities do. They may include:
  • Focusing on business analysis and technical writing, technical work
  • Provide business analysis and product views for the DIPC project, with a focus on documenting workflows and making localized Digital Adaption Kits (DAKs).
  • Help external stakeholders and internal teams with architectural and system design for health information systems in the public sector that can work together.
  • Advocate for and support the right use of standards and architectures in documentation and design work for projects (like Open Health Information Exchange [OpenHIE], Health Level 7 [HL7], Fast Healthcare Interoperability Resources [FHIR], and Integrating the Healthcare Enterprise [IHE] profiles) with opportunities to help design global health standards.
  • Translate the localized DAK requirements into a test plan and test cases (both manual and automated), putting MOH needs first.
  • Help people make test data sets that are specific to their area.
  • Represent Digital Square and the DIPC project as a technical leader at technical meetings, conferences, and workshops with people from outside the project.
  • Implementations in each country and regional networks
  • Work with the Ministry of Health (MOH), Ghana Health Service (GHS), Technical Working Groups, and other digital health stakeholders to map and analyze the current immunization ecosystems to figure out requirements, challenges, and needs.
  • Help the Ghana Ministry of Health (MOH) with the review and implementation of activities, with a focus on architecture and the design and implementation of a health information system.
  • Supervise and/or advise the Digital Square team about the best ways to get things done in Ghana when it comes to technical and programmatic work products.
  • Provide technical oversight and/or management of engagements and support for regional networks, such as leading workshops to build skills and increase capacity.

Project management

  • Record and keep track of the project’s progress, risks, and ways to deal with them.
  • Help build and update a dashboard for project monitoring that will show project milestones, key performance indicators, and financial information.
  • Work closely with the DIPC Project Manager to keep the project’s tools up-to-date, give feedback on best practices, and come up with ways to make the process better.

Watching, assessing, and learning

  • Help come up with project indicators for Ghana that fit with the project’s workstreams.
  • Document the most important lessons learned during the project to show the process and results of using digital tools to support immunization systems, such as evaluating how country capacity has changed.
  • Share what the project teams, stakeholders, and partners have learned with the rest of the digital health and immunization ecosystem as the project goes on.

Global goods

  • Give active technical advice on awards and help the digital health and global goods knowledge space grow.
  • Help Digital Square talk to investors about global goods, explain what they are, and advocate for how they can be used.

Required Experience

  • Bachelor’s degree and at least 7 years of experience in the field, or an equal amount of education and experience.
  • Experience working with the Ghana Health Service and other partners to implement digital health projects.
  • I have more than 5 years of experience in business analysis and technical writing in the health field.
  • It is very helpful to have more than 5 years of experience with software quality assurance and testing tools and processes.
  • Integration and interoperability testing experience is very helpful.
  • Experience working with teams to build health information systems with a focus on interoperability and standards.
  • Familiarity with international health standards and architectural patterns, such as OpenHIE, HL7 FHIR, and preferably IHE.
  • Know a lot about open-source goods around the world and the digital health landscape.
  • Explain your knowledge and experience in one or more of the following areas in a way that makes sense:
  • Digital technology is being introduced and scaled up in low- and middle-income countries.
  • Digital technology can be used to improve health systems and services.
  • Experience setting strategies and putting them into action while working remotely with diverse teams of geographically dispersed employees with different points of view (think global coalitions, associations, or working groups).
  • Experience managing and being responsible for managing complex contracting mechanisms in the field of digital health and/or with large programs funded by bilateral and/or multilateral donor agencies (e.g., USAID, GIZ).
  • Willingness and ability to travel up to 10% of the time around the world or in the same country.
