Deputy Chief of Party – Performance Monitoring Specialist

Background:

SoCha, LLC is preparing a response to the USAID/Ghana Monitoring, Evaluation and Learning (MEL) Platform Request for Task Order Proposal.

The proposed MEL Support Platform activity objectives are to procure expert monitoring, evaluation and learning services for USAID/Ghana to provide high quality, demand-driven monitoring and evaluation technical assistance and analytical services to USAID/Ghana staff, implementing partners, and local country stakeholders.

To support the associated MEL services on this activity, SoCha seeks full-time, qualified Performance Monitoring Specialist – Level II/ Deputy Chief of Party.

This is a designated local hire position.

Scope of Work:

Illustrative Functions of the Position

Under the supervision of the Chief of Party (COP) the Deputy Chief of Party (DCOP) will 

  • Be responsible for leading and managing the technical work related to performance monitoring and analysis under this contract;
  • Lead/oversee the engagement implementing partners and the support to them in data analysis and presentation of the data and findings to USAID; 
  • Undertake assessment and analysis of the ongoing USAID activities in Ghana in order to help USAID understand and adjust to the possible programmatic impacts of current and future programs and activities, and Implementing Partners;
  • Serve as the team leader of select assessments;
  • Serve as Acting COP during absences of the COP;
  • Organize and supervise the day to day programmatic activities, including the Third Party Monitoring, Evaluations and Assessments, Data Quality Assessments, and other activities as requested by USAID, such as IP meetings, and
  • Manage the technical staff on the program, including the M&E Specialist, the Third-Party Monitors and the Information Management Advisor.

Minimum qualifications and experience:

  • Minimum of eight years of experience in international development, and experienced in the design and management of evaluations (impact and performance), analyses and assessments, including the design of the evaluation methodology, primary data collection methods and protocols, and data verification techniques;
  • A masters degree in the field of evaluation, agriculture, economics, governance, international development, or a related technical field;
  • At least five (5) years of experience recruiting and successfully managing teams with a focus on high quality of their products;
  • Excellent English writing, speaking, and presentation abilities;
  • Prior experience working with USAID preferred (including on USAID-funded work);
  • Experience with USAID’s program cycle, CLA (collaborating, learning, and adapting) approach, or knowledge management preferred, and
  • Must be a Ghanaian citizen.
