ROLE: District Social Accountability Facilitator

Position Description

The Ghana Developing Communities Association (GDCA), in collaboration with Abt Associates, is implementing the Feed the Future Resilience in Northern Ghana Systems Strengthening Activity. USAID is funding this activity. GDCA is looking for suitable Ghanaians to work as District Social Accountability Facilitators (DSAF) for the Activity.

Under the direction of the Citizen Engagement and GESI (CEG) Specialist, the DSAF will provide technical support for programs that aim to improve people’s abilities to evaluate and demand that MMDAs provide fair and high-quality services through social accountability mechanisms. The DSAF will also help districts manage policy implementation more efficiently, use data more effectively for planning and decision-making, and create budgets and yearly plans that reflect residents’ priorities.

Responsibilities

  • The DSAF’s responsibilities shall be carried out in consultation and/or coordination with other Activity team members and stakeholders as needed. The following are only a few of the major responsibilities:
  • Assist in the development of annual work plans to ensure that they are in line with the Activity objectives.
  • Implement the Activity’s social accountability principles, tool kits, and checklists, and try to incorporate obligations into work plans.
  • Train and encourage groups to use social accountability techniques to monitor and assess the quality of service delivery in nutrition and resilience, and then use the results to engage service providers to improve service delivery.
  • Collaborate with Activity staff, MMDAs, partners, and community groups to educate and engage women and children about nutrition and resilience.
  • Support in organizing gatherings, such as interface meetings, events, roundtable talks, and training sessions, in settings where women and vulnerable groups can come to discuss difficulties and potential solutions to obtaining services.
  • Identify capacity-building needs for trainings, outreach, wider dissemination of findings, and feedback, keeping women and vulnerable social groups in mind.
  • Encourage a culture of information sharing and learning within the team.
  • Assist with the tracking and upkeep of social accountability-related performance metrics.
  • Write activity reports, articles, and success stories about your social accountability work.
  • Any other tasks delegated by the supervisor.

Required Qualifications or Experience

  • A bachelor’s degree in social science, development studies, or other related qualifications from a recognized university is required.
  • Have at least three years of post-qualification governance experience, as well as experience working with decentralization, community development, and/or fostering social mobilization and citizen participation, preferably in an NGO setting.
  • Understand and speak a prevalent local language in your chosen District.
  • Own a motorcycle and be able to ride in tough terrain, or arrange their own transportation for such trips.
  • A Masters degree will be advantageous.
  • In addition to the aforementioned qualifications, applicants must have the following experiences and skills:
  • With established experience in social accountability, the ability to develop, plan, guide, and implement activities is required.
  • Prior expertise in integrating social accountability concerns into projects is preferred.
  • Ability to establish good working relationships with all levels of local government officers, donors, local organizations, community groups, and other program partners and stakeholders.
  • Excellent analytical, data collection, and community interaction capabilities
  • Knowledge and abilities in workshop planning, monitoring, training, organizing, and leading
  • Adequate IT abilities and Microsoft Office competence are required to satisfy project monitoring and reporting needs.
  • Excellent facilitation and communication abilities in a multi-stakeholder setting
  • Working experience with local partners, such as government agencies, development partners, and civil society organizations
  • Aspiring for good service delivery through strong people-centered and interpersonal abilities, as well as being devoted, proactive, and dynamic,
  • A high degree of verbal and written English competence
