POSITION: National Procurement Specialist

The FAO Representation in Ghana is the first stop for analysing and evaluating government assistance requests, identifying, formulating, implementing, and monitoring all FAO programs and projects, and managing all phases of the project cycle for national projects for which the Technical Cooperation Department has assigned operational and budget holder responsibilities.
Climate change has exacerbated global hunger, food insecurity, and malnutrition, while the COVID-19 pandemic, Russia’s war of aggression against Ukraine, and other factors are worsening households’ plights in many countries, including West Africa and Ghana. According to the November 2022 Integrated Food Security Phase Classification (IPC), 19% of Ghanaians were under pressure, in crises, or in emergency food insecurity. Overall, 6.2% of the population was food insecure, with smallholder farm households severely hit due to their economic vulnerability.
Most rainfed crops, especially maize, could lose 16–21% output in 2050 due to climate change. Sorghum, millet, groundnut, and vegetable yields are anticipated to drop owing to climate change, while livestock affected by droughts are expected to grow from 13% to 39%. Low productivity, low income, and low availability of nutrient-dense diversified foods at the household level are caused by climatic vulnerability and a lack of resources.
Report Lines
The National Procurement Specialist will report to the FAO Representative to Ghana, the Lead Technical Officer (LTO), the Assistant FAOR (Head of Programmes), and the FAORAF Procurement Team.
Technical Focus
Plan procurement, project procurement, tender documents, service contracts, and purchase orders.
Tasks and Duties
- Be in charge of timely project procurement.
- Work with the RAF Procurement Team to register vendors, suppliers, and contractors in the FAO/UN system in time for project operations.
- Answer project staff tendering questions, indicate the best course of action, and approve obligations as delegated.
- Help prepare periodic reports, assessments, and technical papers, such as project progress and monitoring reports, Project Terminal Report implementation reports, letters of agreement, terms of reference, and speeches.
- Support monitoring with report analysis. Identifies changes and compliance issues and gives suggestions.
- Help create better work processes.
- Join unique project/work teams.
- Write bids, contracts, POs, and letters.
- Examine technological and financial offers.
- Attend stakeholder meetings as needed.
- Performs market and supplier research.
- Help plan and run workshops and meetings.
- Perform other tasks as needed.

Minimum Qualifications Needed
- Advanced degree in Business, Administration, Economics, Public Administration, Commerce, or equivalent discipline. Candidates with a first-level university degree,
- Bachelors’ degree, or equivalent and two years of relevant work experience may be considered.
- Minimum 5 years procurement management experience. Knowledge of agriculture helps.
- C-level English proficiency.
- Ghanaian citizen.
