POSITION: Deputy Director, Budgeting & Budgetary Control
Job Purpose
Coordinate the collection of budgetary inputs and collation of all budget estimates from all Directorates of the Hospital, including recurrent and capital expenditure estimates and internally generated funds, and evaluate performance involving program management, forecasting, and developing efficient budget processes and procedures in all departments and units, as well as provide feedback.
Duties and responsibilities
- Manage the hospital’s operating budget and forecast procedures, including preparing and communicating advice and requirements to guarantee timely and quality submissions.
- Identify methods to improve efficiency, effectiveness, and value for money.
- Collaborate with the expenditure control and financial reporting unit to monitor and assess the performance of real expenditure against fiscal allocations.
- Monitor financial operations to ensure compliance with procedures.
- Coordinate hospital cost-Center activities.
- Evaluate financial performance in directorates and units, providing feedback and recommendations for cost-saving measures.
- Collaborate with Planning, Monitoring, and Evaluation units to prepare the hospital budget. Assist with cost analysis, fiscal allocations, and budget preparation. Coordinate the collection and collation of financial data from all hospital departments, including recurrent and capital expenditures, and internally generated funds. Prepare monthly and annual reports for the Director of Finance, copying the Heads of Directorates. Review financials.
- Consult with the Hospital’s administration and work with the PME Unit to ensure that budget adjustments are made in accordance with program modifications.
- Perform any other duties given from time to time by the Director of Finance.
Qualifications & Experience
- Professional accountancy certification (CA,ICA,ACCA,CPA,CIMA) with at least 3 years of post-qualification experience
- Postgraduate qualification in accounting or finance (Master’s or equivalent).
- Demonstrated leadership skills and ongoing professional growth in health management.
- Minimum of 7 years of experience in the health industry, with 5 years in senior management roles.
- Familiarity with KATH/MoH policies and procedures
- Experience in project financing, planning, and appraisal
- Knowledge of financial rules and regulations, especially in the public/health sector
- Understanding of general administrative practices and office procedures/protocols
- Understanding of KATH/MoH administrative policies
- Understanding general ledger accounting methods, cost analysis, accounting principles, and computer and accounting software.
Location: Kumasi.
