POSITION: Lead, Monitoring, Evaluation, Research and Learning (MERL)

IJM Ghana works with Ghanaian government agencies to rescue victims, hold perpetrators accountable, heal survivors, and help public justice actors enhance vulnerable protection systems.
Responsibilities:
- Evaluate program progress against the criminal justice system transformation theory to measure the success of the 2030 vision;
- Gather and maintain current data for strategic decision-making;
- Apply program learning for program excellence.
- Establish a rigorous methodology to evaluate IJM Justice methodology Transformation (JST) program progress and ensure outcomes;
- Promote innovation for cost-effectiveness, scalability, and reliability.
- Establish strategic partnerships with MERL experts, government agencies, civil organizations, and academic institutions to share data;
- Develop measurement tools for IJM office Public Justice System (PJS) capacity building efforts.
- Assist office leaders in meeting MERL and program deliverables on time and meeting objectives and donor requirements.
- Represent IJM Ghana at partner/government agency meetings and contribute to regional justice system standards and protocols.
- Encourage a team that embodies IJM’s spiritual rhythms and core values to efficiently and effectively deliver.
Qualifications and Experience
- Master’s degree in Monitoring and Evaluation, Anthropology, Social Sciences, Public Policy, or International Development;
- Experience in program design and MERL methods;
- Minimum 10 years of experience in Africa, preferably in advocacy, accountability, justice, and governance programs;
- Membership in a professional MERL society in Africa, an advantage.
- Proficient in writing and presentation;
- Skilled in monitoring, evaluation, and data analysis tools;
- Effective relationship-building skills;
- Occasional travel inside Ghana.
