ROLE: Senior Officer, Anticipatory Action

Organizational Context

With 192 member National Societies, the International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization. Job Purpose

The Africa Anticipatory Action Senior Officer will support the establishment (where no previous work exists) and strengthening (where previous work exists) of Forecast-based Financing (FbF) mechanisms with National Societies within its geographic remit, under the direction of the Anticipatory Action Delegate and in close cooperation and coordination with the relevant Partner National Societies and IFRC offices.

The implementation focuses on the creation of Early Action Protocols (EAP) or Simplified EAPs, as well as the building of National Societies’ capacities for anticipatory action planning and delivery, including coordination with their respective governments and other key stakeholders.

To develop effective readiness and early action, national dialogue and coordination are required, followed by an in-depth risk analysis to develop impact-based triggers, identify effective and feasible early actions, and strengthen the required operational capacity to implement these actions. As a result, the Senior Officer, Anticipatory Action will collaborate closely with regional thematic and technical experts.

Job Responsibilities and Duties

  • Overall administration and implementation of the anticipatory action project in the selected countries
  • Create work plans for the implementation of the AA project in the country in collaboration with the National Societies, IFRC Delegations, the Climate Centre, and Partner National Societies.
  • Ensure that project finance agreements with National Societies are in place, and collaborate with IFRC Delegations to ensure day-to-day progress on agreed-upon work plans.
  • Assist the National Society, IFRC Delegations, and Partner National Societies in the formulation, approval, and management of EAP/sEAP.
  • Monitor financial expenditures in collaboration with the Grants Manager, and provide progress updates on results versus objectives and risk analyses as needed.
  • Contribute to a client-focused strategy that prioritizes results responsibility, proactivity, continuous improvement, innovation, high performance, and cost-effectiveness.
  • Creating an environment conducive to anticipatory action:
  • Convene stakeholders on anticipatory action, led by different National Societies, comprising National Disaster Management Authorities, National Hydro-meteorological
  • Services, relevant sectoral ministries, and other humanitarian partners in the country.
  • Support the formation of technical working groups, memorandums of understanding on anticipatory action, and/or integration into existing national coordinating groups.
  • Conducting feasibility and capacity assessments to establish whether anticipatory action is feasible:
  • Assist national societies with danger prioritization, forecast/data evaluation, and early warning systems.
  • Engage relevant stakeholders in feasibility studies, such as IFRC and Partners, and sensitize and share findings and lessons gained.
  • When applicable, collaborate with regional climate prediction and impact-based forecasting organizations such as IGAD in East Africa, SADAC in Southern Africa, and ECOWAS in the Sahel.
  • Strengthening the National Society’s operational capacity and readiness:
  • To deliver anticipatory action, use the Preparedness for Effective Response (PER) process to identify key operational and technical capacity-building needs, such as staff training, developing or updating Standard Operating Procedures (SOPs), contingency plans, and required support services (HR, admin, logistics).

Education Required.

  • Post-graduate university degree in Disaster Risk Reduction, Disaster Management,
  • Development Studies, or a similar field.
  • Basic Delegates Training Course (BTC), WORC, IMPACT, or comparable knowledge are required.

Experience is required.

  • 5 years of international humanitarian experience, technical level in Disaster Risk
  • Management programming, institutional preparedness, capacity building initiatives, emergency response operations, or EWEA systems.
  • Experience at the national level in emergency response coordination or project management.
  • Exposure or experience in anticipatory humanitarian action.
  • Process management or organizational change experience is preferred.
  • Extensive project management experience, including programmatic and financial aspects.
  • Working knowledge of the Red Cross and Red Crescent National Societies.
  • Excellent knowledge of the IFRC’s policies, systems, and processes.
  • Experience collaborating with a wide range of stakeholders, including authorities and other humanitarian actors.

Required Knowledge, Skills, and Languages

  • Excellent facilitation and communication abilities
  • Well-organized, with excellent planning and time management abilities
  • Computer self-sufficiency (email, Internet, spreadsheets, word processing, etc.)
  • Preferred: fluency in spoken and written English
  • Excellent mastery of a second IFRC official language (French, Spanish, or Arabic).
