Job Title: Technical Assistant 

Organizational Setting

This job is part of the national forest monitoring (NFM) team, which works with the UN-REDD program to help Ghana’s Forestry Commission with REDD+. Ghana joined the World Bank’s Forest Carbon Partnership Facility (FCPF) REDD+ Readiness Programme in 2008, which was a big step toward getting involved in REDD+ and coming up with a national REDD+ policy for Ghana.

With money from the FCPF, actions to get ready started to happen in 2012. The Ghana Cocoa Forest REDD+ Programme (GCFRP) is the country’s first REDD+ program, and it was successful in reducing emissions in this program area. With technical help from FAO, the National REDD+ Secretariat (NRS) of the Forestry Commission (FC) has received emission reductions for the year 2019.

These have been checked and approved, and FCPF Carbon Fund payments for emission reductions have been made. Under the UN-REDD program, FC is still getting help with monitoring, reporting, and verifying (MRV) its emission decreases for the Architecture for REDD+ Transactions’ The REDD+ Environmental Excellence Standard (ART-TREES) program.

Lines of Reporting

The person in charge will be directly supervised by the FAO Representative in Ghana and given direct technical advice by the FAO HQ forest inventory experts.

Technical Focus

The person in this position will help create a national forest inventory, which will, among other things, provide new emission factors (EFs) for REDD+ reporting. The latest EFs for Ghana are based on a Forest Inventory from 2012. The goal of this inventory was to figure out how much carbon was stored in different ecological zones of the country.

It was focused on building capacity, but it didn’t necessarily aim for a balanced representation of the country. The 2012 Forest Inventory had a regional impact since it was mostly done in the south-west of the country.

The data from the 2012 forest survey was also used to fit a carbon model based on LiDAR. Even though the inventory data meets the minimum standards for TREES participation, this is a key area that needs to be improved in the future. Improvements could be made by making the plots bigger, spreading them out in a way that is representative of the country as a whole, and giving them a better land-use classification.

Tasks and obligations

The Technical Assistant will be a link between FAO technical staff, the Forestry Commission, and any other relevant national players, such as the Forest Research Institute of Ghana, during the design preparation phase of the Ghana National Forest Inventory.

He or she will help make a new plan for the National Forest Inventory. This product will be made by doing a number of things, but mostly by collecting and putting together information that can be used to make the National Forest Inventory of Ghana. Among the specific jobs to be done are the following:

  • Help set up 2 workshops from a technical and organizational point of view so that a list of indicators and key questions to be looked at in the National Forest Inventory can be made.
  • Support the data collected from previous forest inventories done in the country, permanent plots, etc. This action includes reports, electronic files, databases, etc.
  • Help with collecting information about costs in the NFI (administrative and field work tasks) by giving technical support.
  • Help make the NFI design paper and make sure it is valid and approved.
  • Help make the field manual so that data can be collected according to the new plan.
  • Look into the chance of getting information from the NFI that could be used to estimate an emission factor for degradation.
  • Accompany and help with the technical side of validating the new way for collecting data in the field.
  • Help with the technical and organizational set-up of a workshop to show how the NFI was designed and what it means.
  • Do other tasks that are related as needed.

THE FOLLOWING WILL BE USED TO JUDGE CANDIDATES

Minimum Requirements

  • Have a bachelor’s degree in forestry or a similar field.
  • Have worked in forestry for at least five years, either for the government or for a private company.
  • Know how to use English.
  • Be a citizen of Ghana or a legal resident with a valid work permit.

Skills that are technical or useful 

  • Because the design of forest inventories is both complicated and new, the job needs a lot of technical knowledge about forest inventories.
  • How much and how useful your experience is in managing statistical information?
  • How much and how well do you know how to run programs like Excel, Word, PowerPoint, and scientific software.
  • Knowledge of the forest business in the country
  • The individual must have strong verbal and written communication, negotiation, leadership, vision, strategy, coordination, and teamwork skills.
