ROLE TITLE: Senior Economist 

International famine relief is led by UN specialized agency FAO. FAO seeks food security and regular access to high-quality food for active, healthy lives. The Regional Office for Africa (RAF) manages 47 sub-Saharan nations using Regional Programme Priority Area Initiatives to ensure effective delivery and demonstrate FAO’s influence on agri-food systems transformation in major regional priorities.

RAF promotes the 2030 Agenda by making agri-food systems more efficient, inclusive, resilient, and sustainable for improved productivity, nutrition, environment, and life, leaving no one behind. FAO uses the four betters to structure its direct contributions to SDGs 1 (No poverty), 2 (Zero hunger), and 10 (Reduced disparities) and support the broader SDG agenda, which is crucial to its vision. The four betters demonstrate economic, social, and environmental impacts on agri-food systems. They urge FAO operations to be strategic and systems-oriented.

RAF plans and implements FAO’s regional food security, agriculture, and rural development priorities. In collaboration with headquarters Offices and Divisions, it ensures transdisciplinary programs, defines FAO’s regional priorities, and develops, promotes, and manages FAO’s strategy. RAF also recommends including regional goals in the Organization’s Programme of Work and Budget, supervises regional programs and initiatives, and raises issues. The African Union and Regional Economic Integration Organizations are RAF partners.

The Regional Office promotes regional food security, agriculture, and rural development policy discourse, regional partnerships, and capacity building and resource mobilization.

The Regional Programme Leader oversees the Senior Economist position in the Programme Unit of the Regional Office for Africa (RAF) in Accra, Ghana.

Report Lines

The Senior Economist reports to the FAO Regional Office for Africa Regional Programme Leader (RPL) and receives functional guidance from FAO headquarters in Rome.

Technical Focus

The Senior Economist will help RAF create and implement coherent, integrated, and successful analytical, policy, and governance work at regional, subregional, and national levels. He/she will lead Program Area of Work activities on trade and market prospects for inclusive growth, focusing on agricultural commodities markets, international and regional commerce. The Senior Economist will also support country-level actions guided by the Country Programming Frameworks and RAF’s strategic thinking and programmatic matters related to agri-food system transformation, strengthening partnerships and knowledge networks within and outside the Organization.

Leadership and intellectual thinking to develop and implement comprehensive technical, statistical, and/or analytical frameworks to support the FAO Strategic Framework program of work and related products, projects, and services.

Key Functions

  • Leads highly specialized or multidisciplinary teams and offers technical leadership in high-level policy analysis missions, projects, networks, and international policy organizations.
  • Leads Regional Office technical or policy officers’ policy and governance activities under FAO’s Strategic Framework in coordination with Subregional offices and headquarters.
  • Promotes strategic alliances, best practices, and policy discourse to improve food security, nutrition, sustainable agriculture, and food systems policies and governance.
  • Improves agricultural, food security, nutrition, and sustainable development policies and strategies with UN Regional and Country Teams.
  • Advocates and strengthens knowledge-policy links with investments in food security and nutrition, sustainable agriculture, and food systems with development partners, especially international financial institutions.
  • Helps identify country and regional priorities and needs by analysing regional and country concerns.
  • Plans, implements, and oversees regional and subregional policy work programs and budgets/resourcing methods.
  • Plans, organizes, and participates in capacity building initiatives requiring technical advice and support, and develops associated materials, online tools, and information kits.
  • Represents the Organization at international/intergovernmental conferences.

Particular Functions

  • Develops studies, papers, briefs, statements, and other knowledge products on agricultural commerce, commodities markets, agri-food system transformation, and policy issues.
  • Contributes to food security crisis evaluation for decision-making.
  • Contributes to trade, investment, and inclusive growth strategy, planning, and programming.
  • Coordinates FAO’s Africa cooperation with headquarters teams and sections on agricultural commodity markets and international and regional commerce.
  • Advises Members and assists FAO Subregional and Country Offices in developing and implementing agricultural trade and investment programs.
  • Promotes and facilitates collaboration with other RAF Programme Areas of Work and HQ Divisions, units, and Decentralized Offices.
  • Develops, coordinates, and implements external partnerships to support FAO’s Africa work program and deliverables.
  • Identifies emerging FAO Africa work areas and produces or manages concept notes, proposals, and work plans.

Minimum Qualifications Needed

  • Advanced university degree in economics, agriculture, or allied sector.
  • Experience in quantitative economic research of agriculture markets, trade, and policies for 10 years.
  • Proficient (level C) English and intermediate (level B) FAO official languages (Arabic,
  • Chinese, French, Russian, or Spanish).

  • Ability to quantitatively analyse agricultural commodity production, consumption, stockpiles, trade, and pricing and create analytical reports.
  • Working knowledge and experience with intergovernmental bodies and diverse teams.
