POSITION: Cluster Programs Manager

Purpose
To offer leadership and supervision to AP staff and partners by ensuring that sponsorship, grants, and other allocated resources are used in accordance with WV Ghana and WVI policies, processes, and standards in order to provide quality programming and meet the objectives outlined in the National Office strategic plan.
Major responsibilities
- Ensure that ADP’s yearly planning and budgeting processes involve all partners (government, churches, children, local NGO, and CBO) in order to meet child well-being targets.
- Coordinate the proper and timely implementation and monitoring of development and grant programmes/projects within the cluster, as specified in DIPs, LEAP budgets, and other planning documents.
- Oversee the evaluation and baseline processes for the cluster programmes in accordance with WV Ghana and WVI standards, tools, and guidelines.
- Enforce stewardship and accountability by ensuring that financial and material resources are used efficiently and effectively in accordance with WV Ghana policies and procedures within cluster programmes for the intended purpose.
- Help integrate and implement transition plans, disaster preparedness plans, and strengthen local institutions (CBOs, FBOs, District Assembly, Municipal Council, State Services) to achieve child well-being targets.
- Ensure that sponsorship and child protection criteria are followed to and effectively integrated into programs for community transformation.
- Ensure the development of staff capacity and skills, as well as performance management (including timely review and appraisal) in the Area Programme.
- Facilitate and strengthen networking ties with leaders from government, churches, and faith-based organizations, as well as other critical partners.
- Prepare and submit high-quality, timely ADP narrative and financial reports on a monthly, quarterly, bi-annual, and annual basis.
- Ensure that audit recommendations are promptly addressed, fully implemented, and progress is reported quarterly to the Head Office Audit Manager and Regional Operations Manager.
Staff Capacity Building
- Provide orientation on finance policies and processes to newly hired employees.
- Assess staff financial training requirements and implement a capacity-building strategy.
- Work with partners to identify their financial learning requirements, referring to their financial capability assessment results.
- Encourage financial training and mentorship among partners.
Knowledge, Skills, and Abilities
- Educational level required: BA/BSc Degree in Economics, Agriculture, Business Administration, Development studies/planning, Social Science, or other related discipline.
- A master’s degree in one of the fields listed above is preferred.
- Project Management Professional (preferred)
- 5 years in program/project management.
- Working experience in community development is preferable.
- Advanced knowledge of Microsoft Excel, Word, and PowerPoint.
- Effective collaboration and people management capabilities.
- Good analytical capabilities.
- Experience executing budgets of at least $500,000 per year.
- Good money management and budgeting skills.
